AI systems operating in physical environments highlight an important next phase for regulation. While existing frameworks provide a strong foundation, policymakers and industry may need to consider how they apply in contexts where AI systems directly affect physical safety and infrastructure.
This session focuses on what regulatory approaches are emerging globally for physical AI, how the UK should position itself to enable innovation while protecting public safety, and where policy interventions could accelerate responsible adoption. We'll examine regulatory challenges across both AI-enabled physical systems and world foundation models, exploring where existing frameworks need adaptation and where new approaches may be required.
In this session, our discussion will likely focus on:
Adapting frameworks for physical AI: How well do current AI regulatory frameworks address physical AI systems, including both hardware deployments and world foundation models? Where do gaps exist, and what specific adjustments would better support responsible development and deployment? How can the UK learn from international regulatory approaches while maintaining competitive advantage?
- Certification and compliance pathways: What certification frameworks would give organisations and the public confidence in physical AI systems without creating prohibitive barriers to innovation? How do we establish clear compliance pathways for different types of physical AI applications, from simulation platforms to autonomous systems, that reflect varying risk levels?
- Data governance and privacy in physical environments: When physical AI systems collect visual, audio, and environmental data in public and private spaces, or when world foundation models train on real-world data — what data protection principles apply? How do we balance the data requirements for effective physical AI with privacy rights and public trust?
- Future-proofing regulation for emerging capabilities: Looking ahead to increasingly sophisticated physical AI systems, including more capable autonomous systems and more realistic world models, how do we design regulatory frameworks that remain effective as capabilities evolve? What emerging developments in physical AI require early governance consideration to avoid creating barriers or gaps later?
