Julian leads techUK's 60 strong team in representing over 800 member companies, comprising global and national champions and more than 500 SMEs. He is a member of the UK Government and Industry Cyber Growth Partnership, the Digital Economy Council and the Department of International Trade’s Strategic Trade Advisory Group. He is also the Vice President for National Trade Associations, on the Executive Board of DIGITALEUROPE, Vice President representing Europe on the board of WITSA the Worldwide IT Association, and a member of the board of the Health innovation Network, the South London Academic Health Science Network.

Matthew Evans leads techUK’s Market Programme teams and is a member of the senior leadership team.
The Market Programme teams help techUK members apply innovative technology solutions across a range of sectors, including the Public Sector, Financial Services and Cyber.
Prior to his appointment in early 2019, Matt led techUK’s Smart Infrastructure and IoT work, as well as being CEO of the Broadband Stakeholder Group. During this time he led the telecoms industry’s approach to lowering the cost of network deployment, played a key role in coordinating it’s response to Brexit and was closely involved in the development of the Government’s Future Telecoms Infrastructure Review. He also assisted in the development of the UK’s first secure by design Code of Practice aimed at consumer IoT, oversaw the publication of a paper outlining the tech sector’s view of future mobility services and drove engagement around the use of digital twins.
Matt sits on the Steering Board of the Electric Vehicle Energy Taskforce, Digital Framework Task Group, andthe advisory board for the Prospering from the Energy Revolution industrial challenge fund.
Prior to joining techUK, Matt worked in Arqiva's public policy team, across the broadcast and telecoms markets. Before that he was a researcher for an MP at Westminster.

Tom has worked for more than 25 years in the jobs and skills sector and was previously both UK and Global Managing Director for Reed, where his experience included creating a graduate recruitment business which developed into reed.co.uk, turnaround of the Education business and diversification of the technology recruitment business.

Antony Walker
Deputy CEO, techUK
Antony Walker is deputy CEO of techUK, which he played a lead role in launching in November 2013.
Antony is a member of the senior leadership team and has overall responsibility for techUK’s policy work. Prior to his appointment in July 2012 Antony was chief executive of the Broadband Stakeholder Group (BSG), the UK’s independent advisory group on broadband policy. Antony was closely involved in the development of broadband policy development in the UK since the BSG was established in 2001 and authored several major reports to government. He also led the development of the UK’s world leading Open Internet Code of Practice that addresses the issue of net neutrality in the UK. Prior to setting up the BSG, Antony spent six years working in Brussels for the American Chamber of Commerce following and writing about telecoms issues and as a consultant working on EU social affairs and environmental issues. Antony is a graduate of Aberdeen University and KU Leuven and is also a Policy Fellow Alumni of the Centre for Science and Policy at Cambridge University.

Emma Fryer

Emma Fryer
Associate Director, Data Centres, techUK
Emma Fryer is Associate Director at techUK, the trade association for the UK technology industry.
Emma has worked in and around the technology industry for the last 15 years in a range of non-technical roles that include research and report writing, policy work (from political liaison to detailed negotiations) and project management.
Her first degree was in English at the University of Durham, followed some years later by a second degree in Environmental Science at the University of London. She is now completing an MSc in Environmental Decision Making with the Open University.
She spent five years representing the technology sector in policy matters relating to climate change. Her focus was split between encouraging government to make their policy tools fit for purpose and explaining how the intelligent use of ICT can reduce net carbon emissions.
More recently she has focused on Data Centres. She manages the UK Council of Data Centre Operators and techUK’s Data Centres Technical Committee and, with their support, has achieved some major outcomes for the sector, the most significant of which was negotiating and implementing the Climate Change Agreement for Data Centres. This, after a four-year marathon of evidence gathering and policy dialogue, was confirmed in December 2013 and came into force on 1st July 2014. It is worth around £200M to the sector. In recognition of her work she won the DataCenterDynamics Award for “Outstanding Contribution to the Industry” in 2013. TechUK also won the “Effective Voice” category of the Association Network Awards in 2014 in recognition of way the CCA campaign had been managed.
She has also produced a significant body of work including formal and informal policy responses, white papers, overviews, briefings, high level thought leadership papers and illustrated infographics explaining complex technologies in laymans' terms - plus everything in between.
Emma is a judge for both the leading industry awards providers: BroadGroup and DataCenterDynamics. She is a regular speaker at industry events.

Henry Rex

Henry is Associate Director for Government and Health at techUK. responsible for our Central Government Programme, Public Services Board, and Health & Social Care Programme.
He is responsible for managing strategic relationships across Whitehall and the NHS, working with individual departments and cross-cutting Government functions to promote better engagement between the public sector and the tech industry.
Henry originally joined techUK in February 2016 as the Programme Manager for Justice and Emergency Services. Prior to joining techUK he worked as the Policy and Communications Officer in the Centre for Science and Policy at the University of Cambridge. In this role he ran programmes to enhance knowledge exchange between academia and government, with a particular focus on issues of national security, law enforcement and defence. Henry was also responsible for advising on CSaP's communications strategy.
He holds an MA(Hons) in Classics from the University of St Andrews. After graduating he worked in a west London law firm, followed by a spell in the House of Commons, before taking up his position at CSaP.

Susanne is responsible for techUK's Environment & Compliance Programme.
The programme, which spans issues such as eco-design, chemicals policy and producer responsibility legislation to conflict materials, circular economy and climate change policy, helps techUK members to get to grips with the latest compliance issues, policy developments and environmental trends, and in turn works with government to ensure that regulation in this area is targeted and effective.
Before joining techUK, Susanne worked in the policy and representation team at EEF, the manufacturers' organisation. For several years she was a senior writer for The ENDS Report, an environmental policy and business journal, and worked in several Whitehall press offices. She holds a BSc in Environmental Science from Kings College London and is a fellow of the RSA.

Sue leads techUK's Technology and Innovation work.
This includes work programmes on cloud, data protection, data analytics, AI, Digital Identity and Internet of Things as well as emerging and transformative technologies and innovation policy. She has been recognised as one of the most influential women in UK tech by Computer Weekly and as a key influencer in driving forward the Big Data agenda in the UK Big Data 100. Sue has also been shortlisted for the Milton Keynes Women Leaders Awards and was a judge for the Loebner Prize in AI. In addition to being a regular industry speaker on issues including AI ethics, data protection and cyber security, Sue was recently a judge for the UK Tech 50 and is a regular judge of the annual UK Cloud Awards.
Prior to joining techUK in January 2015 Sue was responsible for Symantec's Government Relations in the UK and Ireland. She has spoken at events including the UK-China Internet Forum in Beijing, UN IGF and European RSA on issues ranging from data usage and privacy, cloud computing and online child safety. Before joining Symantec, Sue was senior policy advisor at the Confederation of British Industry (CBI). Sue has an BA degree on History and American Studies from Leeds University and a Masters Degree on International Relations and Diplomacy from the University of Birmingham. Sue is a keen sportswoman and in 2016 achieved a lifelong ambition to swim the English Channel.

Sean has many years' experience in the trade association sector. Prior to joining techUK, he was Member Development Manager at the Direct Marketing Association, and played a key role in helping them to significantly grow their membership. Jonathon joined techUK in 2021 as the Head of SME Engagement, helping to shape techUK's offer for small to medium-sized businesses across the organisation's different programmes and sectors.
A geography graduate with a keen eye for fluvial and post-glacial landforms, 'Jonny' started his career working in sales, marketing and operations at an early stage environmental business. He later took a role at a Local Enterprise Partnership, working in policy, research and programmes in advanced manufacturing, tech and logistics. During this time, he was fortunate to work alongside politicians such as former Deputy Prime Minister Lord Prescott and senior business leaders from firms such as Unipart, Siemens and Bibby Line Group.
More recently, he ran a growth programme for software startups - helping them to find product market fit and grow rapidly. A passionate advocate for building new ventures and using technology to improve society, Jonny has advised startups and public sector organisations in their innovation pursuits and worked on investment deals totalling several million pounds.

Prior to techUK, Georgina worked for a public policy events company where she managed the policy briefing division and was responsible for generating new ideas for events that would add value to the public sector. Georgina worked across a number of portfolios from education, criminal justice, and health but had a particular interest in public sector transformation and technology. Fred joined techUK in 2018 as the Head of Defence Programme. Before joining, he worked at ADS, the national trade association representing Aerospace, Defence, Security & Space companies in the UK.
At techUK, Fred is responsible for the organisation’s programme of market engagement and policy development across the Defence sector, working closely with various organisations within the Ministry of Defence, including: Head Office, Defence Digital, Dstl and the Front Line Commands. Fred works closely with many techUK member companies that have an interest in the sector, and is responsible for the activities of the programme's senior Defence & Security Board. Sabina leads techUK's international policy and engagement. Based in Brussels, she manages our EU policy priorities as well as our international trade agenda.
Sabina leads techUK’s engagement with the European Union institutions, as well as the EU Member States. Outside of the EU, her work is focused on key trade partners, such as the USA and Japan, as well as key international organisations, such as the WTO and the OECD. Previously, she worked as Policy Advisor in the European Parliament for almost a decade, where she specialised in tech regulation, international trade and EU-US relations.
Sabina is the founder of the Gentlewomen’s Club, co-organiser of the Young Professionals in Digital Policy and a member of the World Economic Forum’s Global Shapers Community, where she has led several youth civic engagement and gender equality projects.
She holds an MA in War Studies from King’s College London and a BA in Classics from the University of Cambridge.

Dan leads the techUK Cyber Security programme, having originally joined techUK in August 2017 as a Programme Manager working across the Cyber and Defence programmes. He is responsible for managing techUK's work across the cyber security eco-system, bringing industry together with key stakeholders across the public and private sectors. Dan also provides the industry secretariat for the Cyber Growth Partnership, the industry and Governmnet conduit for supporting growth across the sector. A key focus of his work is to strengthen the public-private partnership across cyber security to support further development of UK cyber security policy.
Before joining techUK he worked as Forum Lead for the Westminster eForum. In this role he had a focus on the technology and telecoms space, on issues ranging from Broadband and Mobile Infrastructure, the Internet of Things, Cyber Security, Data and diversity in tech. Dan has a BA in History from the University of Liverpool.

Ellie joined techUK in March 2018 as a Programme Assistant to the Public Sector team and now works as a Programme Manager for the Central Government Programme.
The programme represents the supplier community of technology products and services in Central Government – in summary working to make Government a more informed buyer, increasing supplier visibility in order to improve their chances of supplying to Government Departments, and fostering better engagement between the public sector and industry. Teodora’s rich background varies from working in business development for a renewable energy lobbying association in Brussels to the fast moving technology innovation startup scene in the UK.
She has designed the market strategy for a German renewable energy engineering scale up for the UK, listed on Nasdaq private market, and now one of the fastest growing scale ups in the world. Previous experience also includes managing a renewable energy startup in London, which has built a small-scale biomass CHP power plant. Teodora is passionate about cross-industry collaboration and working together with academia to inform the design of future educational models and skill building.
Most recently Teodora has ran the commercial activities and business development at Future Cities Catapult, focusing on innovation in cities, digital health and wellbeing, mobility, and infrastructure. Teodora is a passionate STEM Ambassador and a vocal advocate for women in tech.

Leontina joined techUK in March 2020, where she is supporting the organisation’s Health and Social Care programme. At the moment, she is completing an MSc in Health Policy at Imperial College London.
A former journalist, Leontina previously worked for the Healthcare Information and Management Systems Society (HIMSS) as an associate editor for its International and Media divisions. There, she covered the EMEA region for Healthcare IT News, MobiHealthNews and HIMSS TV, with a focus on policy and innovation, and contributed to the Women in Health IT newsletter and HIMSS Insights eBook.
Outside of work, she enjoys reading, dancing, travelling and visiting her family in Romania, where she hails from.

Alessandra is techUK’s Policy Manager for Data. She leads techUK’s working groups on Data Protection and Open Data and supports members on key issues such as the UK’s National Data Strategy.
Prior to working for techUK, Alessandra was a Consultant for a Public Policy firm based in London where she helped international technology companies navigate the risks and opportunities of digital policy. Alessandra has experience working for the European Asylum Support Office, the Malta High Commission in London during Malta’s first rotating presidency of the Council of the EU, and the European Parliament Information Office in Valletta. She holds an MSc in Public Policy and a B.A in European Studies.

Georgie joined techUK as the Justice and Emergency Services Programme Manager in March 2020.
Georgie is dedicated to representing suppliers by creating a voice for those who are selling into blue lights and the justice system, but also by helping them in navigating this market. Georgie is committed to creating a platform for collaboration, from engaging with industry and stakeholders to understand the latest innovations, to the role tech can play in responding to a range of issues our justice and emergency services are facing
Prior to joining techUK, Georgie managed a Business Crime Reduction Partnership (BCRP) in Westminster. She worked closely with the Metropolitan Police and London borough councils to prevent and reduce the impact of crime on the business community. Her work ranged from the impact of low-level street crime and anti-social behaviour on the borough, to critical incidents and violent crime.

Tom is responsible for leading our engagement with a range of NHS and industry stakeholders including NHS Digital, NHSX, DHSC and NHS England/ Improvement.
At techUK he leads our health tech focused working groups on interoperability and User Centred Design and jointly manages the Social Care working group. He also has responsibility for the elected Health and Social Care Council and sits on the Professional Records Standards Body Advisory Board.
Prior to joining techUK, Tom worked for a public policy events company delivering a digital health exhibition and previously to that in a Governmental affairs role for a pharmaceutical company.
He has lived in Germany, France, Switzerland and Egypt and read International Politics at King’s College London.
In his leisure time he enjoys boxing, cycling and swimming. He completed a solo English Channel swim in 2009.

Prior to working at techUK, Lulu worked at social enterprise Parent Zone for a number of years, heading up the Policy and Public Affairs team. Working closely with technology companies, Parliamentarians and schools, her focus was on building digital resilience to help improve outcomes for children growing up in a digital world.
Lulu holds a MA (Hons) in Human Rights Law from SOAS, and a BA (Hons) in Politics from the University of Exeter.

Prior to joining techUK, Jill worked as a Senior Caseworker for an MP, advocating for local communities, businesses and individuals, so she is particularly committed to techUK’s vision of harnessing the power of technology to improve people’s lives. Jill is also an experienced editorial professional and has delivered copyediting and writing services for public-body and SME clients as well as publishers.
With an MA(Hons) in American Studies from the University of Edinburgh, Jill continues to be fascinated by the history and politics of the USA. Otherwise, outside of work, she can be found up a hill, swimming in a loch or curled up with a good book.

As Head of Policy Neil leads techUK's domestic policy development. He regularly engages with UK and Devolved Government Ministers, senior civil servants and Members of the UK’s Parliaments with the aim of supporting government and industry to work together to make the UK the best place to start, scale and develop technology companies.
Neil joined techUK in 2019 to lead on techUK’s engagement in the UK-EU Brexit trade deal negotiations, as well as leading on economic policy.
He has a background in the UK Parliament and in social research. Neil holds a masters degree in Comparative Public Policy from the University of Edinburgh and an undergraduate degree in International Politics from City, University of London.

Tom joined as Programme Manager for Smart Cities and IoT in April 2019 and currently runs techUK's cross-sector Digital Twin Working Group.
The Digital Twin Working Group which focuses on data sharing and digital twin integration, information processing and simulation capabilities, skills and digital twin interfaces, economic, climate & public health resilience and systems thinking.
Tom also leads techUK’s Smart Cities & Communities group, which works to ensure that smart systems, technologies, and solutions are an integral part of city strategies through identifying strategies that accelerate and de-risk their development and horizontal deployment. Additionally, Tom closely supports techUK's Climate Change Strategy & Resilience Group, Climate Risk & Resilience Technology Taskforce.
Prior to joining techUK, Tom completed a Master's in Public Administration in Digital Technologies and Policy at University College London (UCL) department of Science, Technology, Engineering and Public Policy (STEaPP), worked as a researcher for the Greater London Authority (GLA) to devise an analytical framework to capture the phenomenon of 'superdiversity' in global cities across the World Cities Culture Forum (WCCF). Tom also holds a BSc (Hons) Politics & Economics from the University of Bath, and previously worked as a commercial research executive at Kantar where he helped major clients to identify, optimise and activate resilient business strategies.

She works on all things skills policy, focusing on upskilling and retrain. She is committed to embedding diversity in the UK tech pipeline from classroom to boardroom working with partners such as the Tech Talent Charter and the WISE Campaign. Nimmi also leads techUK’s immigration work, collaborating with techUK members and stakeholders to create an environment that attracts the best talent to the UK.

AT EE (previously T-Mobile and One2One), Gulistan was involved in launches of new products and services, including mobile number portability, iPhone and Apple watch, 3G, 4G (LTE), Voice over WiFi, Auto-Switching and Mobile Bill Capping. She also worked on government projects such as the Emergency Services Network, eCall, 999, 101 and NHS 111 services and programme managed security and resilience audits.

Prior to joining techUK, Julia worked as an IT Team Administrator at Interxion Ltd (data center) supporting and coordinating teams with the Incident Management Protocols (IMP), auditing and reporting procedures and processes and assisting senior management with various secretarial/administrative duties. She has exceptional experience in handling and updating in-house database systems and a proven track record of demonstrating strong interpersonal skills.
Julia is a graduate at the University of Kent with a BSc in Computer Science and Business Administration. In her personal time, she enjoys current affairs discussions, going to the gym and travelling.

Prior to joining techUK, Hayley worked for a pharmaceutical market research company for 15 years, where she was the Facilities and Administration Manager and had many responsibilities including managing a small team, all building facilities and services management, managing all company staff events, with a strong focus on staff welfare, productivity and ensuring health and safety requirements were implemented and maintained.
Hayley is also a qualified massage therapist, with a keen interest in Anatomy, Physiology and Pathology.

Her responsibilities also include driving the UK digital trade policy agenda. Jana is committed to promoting UK digital trade by engaging businesses, UK government and international partners.
Jana has several years of experience in trade promotion, public policy, and providing strategic advice on international expansion strategy to companies across a variety of sectors. Prior to techUK, she worked for the Department for International Trade, helping UK SMEs expand abroad.
She holds a MA in International Political Economy from King’s College London.
