Anti-Fraud Report 2025: Technology’s Role in the fight against Online Fraud

techUK is pleased to announce the publication of our latest report, Anti-Fraud Report 2025: Technology’s Role in the Fight Against Online Fraud, which calls for a united, ecosystem-wide approach to tackle the growing threat of online fraud. 

As fraud now accounts for around 40% of all crime in the UK, the report sets out practical steps for government, industry, and law enforcement to work together to disrupt criminal activity, protect consumers, and strengthen public trust in the digital economy.

Why this really matters 


Online fraud is a complex and global problem. Organised criminal networks are exploiting both technology and human behaviour with increasing sophistication, costing the global economy over $1 trillion in 2024. 

Despite the scale of the issue, efforts to combat fraud remain fragmented. Only 1% of police personnel are currently dedicated to tackling fraud, limiting the UK’s ability to investigate, prosecute, and deter offenders. 

techUK’s report argues that reversing this trend requires a coordinated, whole-system approach — one that brings together public and private sector partners to share intelligence, deploy advanced technologies, and improve support for victims. 


Three core recommendations 


To reverse this trend, techUK sets out three core recommendations to drive a unified, outcomes-based response: 

  • Build a connected and collaborative anti-fraud ecosystem: Establish trusted partnerships across law enforcement, banks, tech platforms, telecoms, and regulators, enabling real-time intelligence sharing and coordinated interventions. 
  • Innovate and invest to stay ahead of threats: Accelerate the adoption of advanced technologies such as AI, machine learning, and privacy-enhancing tools to detect and disrupt fraud before harm occurs. 
  • Strengthen resilience and victim support: Streamline the reporting process using a national “Tell Us Once” model, improve public awareness, and ensure consistent care standards for victims across the UK.
