As organisations move to real-world deployment of agentic AI, many are finding that the barriers to scale are no longer purely technical. Challenges around organisational readiness, access to skills and capital, infrastructure constraints, and regulatory clarity are increasingly shaping what can be deployed — and at what pace.
This session focuses on what organisational barriers and regulatory levers will determine whether agentic AI can be adopted at scale in the UK. It will explore where organisations are struggling today, how policy and regulatory frameworks interact with emerging agentic systems, and what changes could most effectively support responsible and competitive adoption.
In this session, our discussion will likely focus on:

Organisational and technical blockers: What practical challenges are organisations facing when trying to scale agentic AI? This includes questions around orchestration and agent management platforms. Do we have the right tools to effectively harness this technology? What talent and skills are most critical for deploying and governing agentic systems at scale, and are organisations able to access or develop them?

Capital and resource constraints: What capital requirements, infrastructure needs, and resource challenges are holding back UK organisations from adopting agentic AI? What would need to change to help the UK tech sector leverage this technology more effectively? How do capital constraints — from upfront investment to ongoing compute and operational costs — affect the business case for scaling agentic AI?

Regulatory and policy levers: What open questions exist around agentic AI deployment? Where could existing frameworks be further developed to support agentic systems? Are there areas where the AI Opportunities Action Plan, if adjusted, could further help support the scaling of agentic systems? Which levers, mechanisms, standards, or initiatives could encourage broader adoption while ensuring appropriate safeguards?

Future-proofing UK capabilities: Looking ahead to developments in agentic AI and physical AI, does the UK have what it needs? In terms of research capacity, infrastructure, skills pipeline, and policy frameworks to maintain leadership as this technology evolves? What does the R&D landscape look like, and where should innovation investment be focused?
