As the UK seeks to strengthen its position in the global semiconductor landscape, building a diverse and resilient workforce both a matter of equity – and of strategic imperative. Women remain significantly underrepresented in the UK semiconductor sector, especially in high-skilled, technical, and leadership roles, a gap that limits the innovation and resilience of the industry itself.

The data paints a clear picture: women make up just 18% of the technical semiconductor workforce, and representation in leadership remains low. Despite a slight rise in female STEM graduates (from 18% to 21% between 2019 and 2023), the pace of change is slow, and awareness of the breadth of careers in semiconductors, from design to manufacturing, and systems integration, remains limited. As the sector grows, demand for talent will only intensify, and building a more inclusive workforce is essential to meet demand.

This roundtable is a joint initiative from across the semiconductor sector, where several leaders have identified the need to address this difficult and long-standing challenge. The discussion will focus on how the UK can attract, support, and retain more women across the semiconductor talent pipeline, and how that can lift all boats across the wider tech sector.

This roundtable will explore:

  • How we can broaden early exposure to semiconductors in schools and communities, embedding it into the STEM offer from a much earlier age, and why this is essential for long-term pipeline change.
  • The need for local and regional initiatives, backed by both industry and government, to work directly with schools, colleges, and community groups to promote the diverse career pathways in semiconductors - including non-degree routes such as apprenticeships and vocational training.
  • How industry can play a targeted, place-based role in outreach and talent development, particularly for women in underrepresented regions.
  • The importance of showcasing the full breadth of roles in the semiconductor ecosystem and identifying where the emerging opportunities may require a different skills pipeline to embrace.
  • The need for cross-sector collaboration, with semiconductors as the foundation for latest developments across AI and more. In other words, where do we need to partner outside of the semiconductor sector to help develop skills across the entire value chain?
  • The role of the National Semiconductor Centre in embedding inclusion into its mission, from convening national partnerships to funding targeted programmes that raise awareness and open access for women and underrepresented groups.
  • Examples of how reverse mentoring, sponsorship, male allyship can contribute to more inclusive cultures across the value chain.

Diversity must be more than a footnote.  It must be front and centre of policy, funding, and workforce planning. This roundtable aims to build a stronger coalition of voices championing inclusive growth in one of the UK’s most strategically vital sectors, and identify where tangible policy recommendations can make a real difference.

Laura is techUK’s Associate Director for Technology and Innovation.

She supports the application and expansion of emerging technologies, including Quantum Computing, High-Performance Computing, AR/VR/XR and Edge technologies, across the UK. As part of this, she works alongside techUK members and UK Government to champion long-term and sustainable innovation policy that will ensure the UK is a pioneer in science and technology

Before joining techUK, Laura worked internationally as a conference researcher and producer covering enterprise adoption of emerging technologies. This included being part of the strategic team at London Tech Week.

Laura has a degree in History (BA Hons) from Durham University, focussing on regional social history. Outside of work she loves reading, travelling and supporting rugby team St. Helens, where she is from.

Rory Daniels

Rory Daniels

Head of Emerging Technology and Innovation, techUK

Rory joined techUK in June 2023 after three years in the Civil Service on its Fast Stream leadership development programme.

During this time, Rory worked on the Government's response to Covid-19 (NHS Test & Trace), school funding strategy (Department for Education) and international climate and nature policy (Cabinet Office). He also tackled the social care crisis whilst on secondment to techUK's Health and Social Care programme in 2022.

Before this, Rory worked in the House of Commons and House of Lords alongside completing degrees in Political Economy and Global Politics.

Today, Rory leads techUK's Emerging Technology and Innovation activity, working with many of the UK's most innovative tech companies to convene key stakeholders, work through key challenges and opportunities for industry, showcase best practice, and shape Government's thinking around future technologies, sectors and industries.

Focus areas include Robotics, Immersive, Web3, Metaverse, Photonics, Space, Gaming, Creative, Innovation policy, university spin-outs, and Futures & Horizon Scanning.

Junior Programme Manager, Emerging Technologies, techUK

Ella joined techUK in July 2025 as Junior Programme Manager for Emerging Technologies.

In her role, Ella supports the design and delivery of four to six-month sprint campaigns. These identify emerging technologies of interest to members and Government, share industry best practice, champion relevant sectors and industries across the UK, and work through key challenges and opportunities to drive the development, application and commercialisation of these technologies.

Before joining techUK, Ella completed an internship at Digital Catapult, supporting across public affairs, policy and the organisation's programmes. She also has experience working in an MP's Parliamentary and Constituency Office.

Ella holds a BSc in Politics and International Relations from the University of Bristol.

Elis joined techUK in December 2023 as a Programme Manager for Tech and Innovation, focusing on Semiconductors and Digital ID.

He previously worked at an advocacy group for tech startups, with a regional focus on Wales. This involved policy research on innovation, skills and access to finance.

Elis has a Degree in History, and a Masters in Politics and International Relations from the University of Winchester, with a focus on the digitalisation and gamification of armed conflicts.
