NHS LPP Clinical AI Framework – techUK Roundtable Insight

On 25 September, techUK hosted a virtual roundtable with the NHS London Procurement Partnership (NHS LPP) to explore the development of a new Clinical AI Framework.

The session brought together suppliers and buyers to share feedback and help shape the framework’s design, scope, and delivery mechanisms.

About NHS LPP

Despite its name, NHS LPP operates nationally, supporting NHS organisations across England and working in alliance with the North of England Commercial Procurement Collaborative (NOE CPC). Its frameworks extend beyond NHS bodies to include public sector organisations, charities, and community interest groups.

Aims of the Clinical AI Framework

The framework is being designed to:

  • Provide access to existing and emerging AI technologies, including Robotic Process Automation (RPA) and Machine Learning (ML).
  • Offer a legally compliant route to market for both clinical and non-clinical AI solutions.
  • Support organisations at any stage of their AI journey, from initial adoption to advanced implementations.
  • Remain flexible and relevant throughout its lifespan, adapting to evolving standards and innovations.
  • Align with DHSC and NHSE standards, with clinical oversight provided by NHS LPP.
  • Enable Proof of Concept deployments, allowing NHS bodies to trial solutions before full-scale implementation.

Keeping the Framework Relevant

To ensure adaptability:

  • The framework will be reopened annually to onboard new suppliers and technologies.
  • A catalogue approach will allow suppliers to add products over time and enable direct award where appropriate.
  • Categories will be split into clinical and non-clinical, with suppliers required to meet relevant standards and accreditations.

Draft Categories Under Consideration

Examples of proposed categories include:

  • Clinical Decision Support (e.g. early diagnosis, risk assessments, ambient voice recording)
  • Operational Workflow Support (e.g. discharge planning, bed management, remote monitoring)
  • Supporting Services (e.g. implementation, configuration, transformation)

Progress to Date

NHS LPP has already:

  • Held supplier roundtables and incorporated feedback.
  • Updated categories to distinguish between clinical and operational workflows.
  • Begun rewriting terms and conditions to include pilot schemes and simplified contract award processes.
  • Integrated Value Based Procurement principles from DHSC.

Key Challenges Identified

The roundtable also highlighted systemic challenges facing the NHS:

  • Administrative burden on clinicians.
  • Lack of integrated digital workflows and interoperability.
  • Delayed diagnosis and poor early detection.
  • Low productivity and inefficient care processes.
  • Workforce skills gaps.

As well as this, Rachel was part of the Secretariat for a number of health and care related All-Party Parliamentary Groups.

Rachel has a Masters in Global Governance and Diplomacy from the University of Leeds, as well as a first-class honours in Politics BA from Newcastle University.
