Prior to techUK, Georgina worked for a public policy events company where she managed the policy briefing division and was responsible for generating new ideas for events that would add value to the public sector. Georgina worked across a number of portfolios from education, criminal justice, and health but had a particular interest in public sector transformation and technology. Georgina also led on developing relationships across central and local government.

Programme Manager – Local Public Services and Nations and Regions, techUK
Luke joined techUK in September 2025 as a Programme Manager for Local Public Services and Nations and Regions.
Luke works closely with members and stakeholders across industry and government at local, regional and national levels to support collaboration, drive innovation and strengthen tech-enabled public services. His work supports the development of strong local and regional tech economies by helping organisations to engage with public sector challenges, explore emerging technologies and build impactful partnerships.
Prior to joining techUK, Luke worked at Enterprise Ireland, the Irish government’s export development agency. He began by advising SMEs on export strategy to the UK and later focused on connecting Irish businesses with multinational organisations to foster strategic partnerships, drive international growth and support economic development.
Luke holds an MSc in Political Economy from the University of Amsterdam and a BA in European Studies from Trinity College Dublin.

Fran serves as the Programme Team Assistant within techUK’s Public Sector Market Programmes, where she is responsible for delivering comprehensive team support, managing administrative functions, and fostering strong relationships with members.
Prior to joining techUK in May 2025, Fran built a meaningful career in the charitable and local government sectors. She worked extensively with both victims and perpetrators of crime, and notably led the coordination of Domestic Homicide Reviews across Surrey—an initiative aimed at identifying lessons and preventing future incidents of domestic abuse.
Outside of work, Fran is an avid traveller and a proud cat mum who enjoys unwinding with her feline companions.

Helen was an early adopter of tech, coding in Atari BASIC at the age of 7, and is a self-proclaimed geek at heart! After 20 years in the public and higher education sectors, Helen brings a wealth of knowledge in the design and delivery of drift-free large scale digital and transformational programmes. Her commercial acumen and planning foresight, coupled with her sincere and people focussed approach, drives forward her mission for delivery excellence. Alongside her role as CEO at Shaping Cloud, she favours a hands-on approach to consultancy, believing in the importance of partnership rather than just being a provider. With experience of large-scale implementations and a breadth and depth of technological knowledge, she understands the complexities at hand and engages with stakeholders from C-team to technical delivery. Helen is a trusted advisor into enterprise orgs, particularly in relation to delivering organisational value through the adoption of cloud technology and services, and she has developed Cloud & Digital Strategies that have been adopted and implemented by over 30 such organisations just in the past few years. She has also advised on the development of successful cloud procurement frameworks. Helen is absolutely convinced that cloud is here to stay and that every organisation should be using cloud services from storage, to automation, to analytics to stay competitive and relevant. She articulates what this means for each organisation she engages with - from finance to government and to NHS Trusts.
Shaping Cloud are a UK SME pure-play cloud consulting and service provider that's been championing the adoption of cloud since 2010. Helen joined Shaping Cloud in 2018 and soon made her mark, first productising their offers to the market, then leading their consulting arm, and since early 2020 - shaping and leading the company as their first female CEO. Under her leadership, Shaping Cloud doubled in size in 2021 and has grown 50% year on year since.

Denis is the Founder and Director of Arcus Global, a mission critical SaaS company providing the new generation of Built Environment and Regulatory platforms to the UK Government. Denis has been a CEO of Arcus until 2021 and is now responsible for Strategy, Commercial and M&A functions. Prior to Arcus, Denis read an MBA at Cambridge University, before which he was Global IT Procurement Director for Cadbury Schweppes, as well as lead IT procurement for Rolls-Royce plc.
Emily oversees much of Tussell's market-trusted analysis into UK government contracts and spending. Emily's current projects include analysing the effects of English devolution on procurement, and government spending with SMEs.
