Northern Growth Strategy: call for consultation responses

In March 2026 the Government outlined it’s plans for a North of England Growth Strategy signed by the Chancellor of the Exchequer, and the Secretaries of State for Transport, Business & Trade and Housing, Communities and Local Government.

The Strategy notes that the North of England lags behind in terms of productivity with key constraining factors being underinvestment, weak connectivity and over-centralisation. The strategy aims to unlock the potential of the North and City Regions through a model that strengthens cities through devolution, builds on the UK Modern Industrial Strategy and improves connectivity through major investment (like Northern Powerhouse Rail).

Related to tech and digital policy the strategy suggests that digital connectivity should be treated as core economic infrastructure including closing the gaps in gigabit broadband and mobile/5G connectivity, aligning this with the Northern Growth corridor. The strategy also seeks to ensure innovation clusters exploring the frontier technologies that can grow the economy are supported and aligned with R&D funding, work in universities and the regional tech ecosystems.

The strategy also notes the need for business invest and support for scaling firms in the North of England, this includes ensuring the capital needed to scale firms is reaching those companies that need it. And on skills the strategy discusses aligning skills policy with the local sector clusters that need the support, talent and attention to grow including expanding tech skills pipelines and the interaction with greater locally led decision making.
