Event Round-up: NS&I Rainbow Programme: Core Banking, Payments and Insight Market Engagement
On the afternoon of Thursday 27 January, techUK was once again delighted to partner again with the NS&I Rainbow Programme team, this time inviting suppliers to another event focused on the fourth of NS&I’s four procurement packages: Core Banking, Payments and Insight.
This package will procure a strategic supplier of managed services to deliver and integrate core banking services and systems of record, including: customer accounts and account lifecycle management; pooled accounts; payment verification and transaction processing; interest calculations and capitalisation; statement generation; product development and lifecycle management; general ledger and product accounting; fraud detection and monitoring; account and customer management information; insight capabilities; reporting and knowledge management; and Open Banking.
Core Banking, Payments and Insight will predominantly be delivered through automated, integrated, and efficient processes and controls (with low human touch and near-zero paper where automation is not viable).
These will include services to support:
- Account deposit and withdrawal management
- Account level maintenance
- Payment transaction processing (In and Out)
- Premium Bond prize generation application and payment
- Customer Data Management and storage (including Data capture standards, Image Repository)
- Integration to UK payment schemes, either direct or through existing NS&I agency banking relationships
- Financial crime detection investigation and management
- Anti-Money Laundering (AML)
- Treasury management including funding and defunding arrangements with HM Treasury and NLF (Net Liquidity Financing)
- Document, monitor and perform all necessary controls including daily reconciliations of cash balances to GL balances at NS&I level
- UK banking regulations / industry practices and ensuring effective controls are in place
- Reporting:
- General Ledger
- Product
- Transaction
- Joined up data and proactive insight capabilities, leveraging a range of data sources, not limited to the core banking system
- Knowledge management (enabling the business to discover new insights)
- Make knowledge & insight available to other services, which could include:
- Legacy customers and tracing
- Interactions with Digital solutions, including Marketing & Content
- Contact Centre and Back-office Operations
- Effective collaboration with other NS&I Suppliers through transition and operational phases
During this event, NS&I briefed attendees on:
- its vision and requirements for the Core Banking, Payments & Insight procurement;
- the organisation’s commercial and collaboration approach; and
- the indicative timescale of the competitive dialogue process.

Along with the slides from the presentation, a supplier survey will be issued to all registered attendees after the event and NS&I would like all responses to be returned to them by Wednesday 16 February.

Heather is Head of Central Government Programme at techUK, working to represent the supplier community of tech products and services to Central Government.
Prior to joining techUK in April 2022, Heather worked in the Economic Policy and Small States Section at the Commonwealth Secretariat. She led the organisation’s FinTech programme and worked to create an enabling environment for developing countries to take advantage of the socio-economic benefits of FinTech.
Before moving to the UK, Heather worked at the Office of the Prime Minister of The Bahamas and the Central Bank of The Bahamas.
Heather holds a Graduate Diploma in Law from BPP, a Masters in Public Administration (MPA) from LSE, and a BA in Economics and Sociology from Macalester College.

Annie joined techUK as the Programme Manager for Cyber Security and Central Government in September 2023.
Prior to joining techUK, Annie worked as an Account Manager at PLMR Healthcomms, a specialist healthcare agency providing public affairs support to a wide range of medical technology clients. Annie also spent time as an Intern in an MPs constituency office and as an Intern at the Association of Independent Professionals and the Self-Employed.
Annie graduated from Nottingham Trent University, where she was an active member of the lacrosse society.

Ellie Huckle
Ellie Huckle
Ellie joined techUK in March 2018 as a Programme Assistant to the Public Sector team and now works as a Programme Manager for the Central Government Programme.
The programme represents the supplier community of technology products and services in Central Government – in summary working to make Government a more informed buyer, increasing supplier visibility in order to improve their chances of supplying to Government Departments, and fostering better engagement between the public sector and industry. Prior to joining techUK, Ellie completed Sixth Form in June 2015 and went on to work in Waitrose, moved on swiftly to walking dogs and finally, got an office job working for a small local business in North London, where she lives with her family and their two Bengal cats Kai and Nova.
When she isn’t working Ellie likes to spend time with her family and friends, her cats, and enjoys volunteering for diabetes charities. She has a keen interest in writing, escaping with a good book and expanding her knowledge watching far too many quiz shows!
