On Monday 18 July from 14:00 - 15:30 we are delighted to be hosting HMRC for a VOA Cloud Application Run Services Market Engagement event.
HMRC is seeking to procure a managed service for Dev Ops Engineering and Applications Operations Engineering services across three core technologies: Microsoft Power Platform (incl. Dynamics 365), GeoSpatial (ArcGIS) and InRule including supporting Azure services as required by the application, to include staff training. Key responsibilities of the supplier will be to:
Transform technical requirements into DevOps processes
Build complex stories without additional support
Manage live test environments
Identify and resolve issues preventing delivery
Manage the service components to ensure they meet business needs and performance targets
Know about the importance of developing process efficiency and the common ways in which processes are optimised
Support specific activities to improve development processes
Spot or identify obvious deficiencies
Undertake Support and Maintenance in accordance with fixed KPIs / SLAs
Undertake Incident Management
Undertake Small Change / Enhancement Management
Undertake Integration with Cloud Services at a Platform Level
Undertake Core DevOps Management
Upskill VOA Customer Group Staff
This session will allow HMRC to outline to industry the current thinking around the potential approach to packaging and procuring these services. They will also provide an opportunity to present the current estate, the desired future state, the requirements, and modernisation opportunities and subject to approval, an indicative timeline.
This requirement is needed by the Valuations Office Agency (VOA) within HMRC. The VOA is responsible for the collection of c.£60 billion revenue in non-domestic rates and council tax in England and Wales. The Valuations Office Agency Customer Group (VOA CG) is responsible for running, maintaining, and managing systems and applications used by the VOA, and sits within the Chief Digital and Information office (CDIO) within HMRC.
HMRC has identified the Crown Commercial Service Framework ‘Technology Services 3 (RM6100) Lot 3d: Operational Services – Application and Data Management’ as a potential commercial vehicle for this requirement. Please note that suppliers not on the lot are still welcome to join the event and collaborate with those that are.
HMRC intends to run a competitive tender to deliver these services, under one Lot. Within this Lot HMRC will seek an eco-system of suppliers, utilising the technology specialisms separated into three distinct areas reflective of the 3 technology pillars (InRule, Geospatial & MS Power Platform).
Attending this market engagement event will enable potential suppliers to gain early insight into the current thinking and will provide an opportunity for questions and answers.

Heather is Head of Central Government Programme at techUK, working to represent the supplier community of tech products and services to Central Government.
Prior to joining techUK in April 2022, Heather worked in the Economic Policy and Small States Section at the Commonwealth Secretariat. She led the organisation’s FinTech programme and worked to create an enabling environment for developing countries to take advantage of the socio-economic benefits of FinTech.
Before moving to the UK, Heather worked at the Office of the Prime Minister of The Bahamas and the Central Bank of The Bahamas.
Heather holds a Graduate Diploma in Law from BPP, a Masters in Public Administration (MPA) from LSE, and a BA in Economics and Sociology from Macalester College.
Ellie joined techUK in March 2018 as a Programme Assistant to the Public Sector team and now works as a Programme Manager for the Central Government Programme.
The programme represents the supplier community of technology products and services in Central Government – in summary working to make Government a more informed buyer, increasing supplier visibility in order to improve their chances of supplying to Government Departments, and fostering better engagement between the public sector and industry. Prior to joining techUK, Ellie completed Sixth Form in June 2015 and went on to work in Waitrose, moved on swiftly to walking dogs and finally, got an office job working for a small local business in North London, where she lives with her family and their two Bengal cats Kai and Nova.

Annie joined techUK as the Programme Manager for Cyber Security and Central Government in September 2023.
Prior to joining techUK, Annie worked as an Account Manager at PLMR Healthcomms, a specialist healthcare agency providing public affairs support to a wide range of medical technology clients. Annie also spent time as an Intern in an MPs constituency office and as an Intern at the Association of Independent Professionals and the Self-Employed.
Annie graduated from Nottingham Trent University, where she was an active member of the lacrosse society.
Ella joined techUK in November 2023 as a Markets Team Assistant, supporting the Justice and Emergency Services, Central Government and Financial Services Programmes.
Before joining the team, she was working at the Magistrates' Courts in legal administration and graduated from the University of Liverpool in 2022. Ella attained an undergraduate degree in History and Politics, and a master's degree in International Relations and Security Studies, with a particular interest in studying asylum rights and gendered violence.
In her spare time she enjoys going to the gym, watching true crime documentaries, travelling, and making her best attempts to become a better cook.
