The role of digital in public service reform in Scotland

techUK’s Nations and Regions Council were pleased to be joined by Yor Turner, Chief Operating Officer – Digital at the Scottish Government, during their last meeting in July.

Following publication of the Scottish Government’s Public Service Reform Strategy in June, Yor provided a valuable insight into the development of the strategy, shedding light on the political and fiscal context that has shaped its direction. One of the key commitments within the strategy is the publication of a refreshed Digital Strategy for Scotland, building on the original version launched in 2021 in collaboration with local government.

Yor emphasised the critical role of digital in enabling public sector reform. Digital tools and services not only have the potential to enhance accessibility and usability for citizens but also help free up resources, improve cyber resilience, and strengthen the capabilities of public sector leaders and staff.

At the heart of this transformation is the Digital Programme, designed to deliver many aspects of digital reform. This programme introduces a new operating model focused on driving efficiencies and achieving better outcomes for people across Scotland.

Yor also highlighted several current projects within the Digital Programme, including:

  • The development and expansion of common components such as cloud infrastructure and portfolio management.
  • The creation of a Digital Service Scotland Manual, which guides the design of high-quality, user-centred digital public services.

A standout example of innovation is the new platform developed for Food Standards Scotland. This system supports the verification of food standards at a significantly lower cost and is designed to be replicable across other platforms, showcasing the scalable potential of digital solutions in public service delivery.

Stephanie is the Programme Manager for SME Engagement and Nations & Regions at techUK.

Working across the two programmes, Stephanie develops activities to support the growth and development of tech SMEs and engages with members and stakeholders more broadly to help strengthen regional tech economies.

Prior to joining techUK, Stephanie worked for a political events company and as a Senior Caseworker for an MP. She holds an MA (HONS) in Politics from the University of Glasgow.

Outside of work, Stephanie enjoys travelling, climbing and playing squash.
