The rise of the intelligent council

Why the future of local government depends on organisational intelligence, not organisational structure. #LPSInnovation2026

Local Government Reorganisation doesn't create complexity. It reveals it.

We are talking about Local Government Reorganisation as though organisational structure is the challenge. I believe it is exposing something much bigger.

LGR is often hailed as a once-in-a-generation opportunity, but not simply because it allows us to redraw boundaries or merge services. Its true value lies in revealing the organisational habits accumulated over decades: disconnected systems, duplicated processes, and siloed cultures. Reorganisation doesn’t create this complexity; it simply makes it impossible to ignore. The councils that emerge stronger are the ones that realise capability, not structure, drives results.

For two decades we've been trying to build digital councils. Perhaps we've been aiming too low.

The question is no longer whether councils are becoming more digital. The question is whether they are becoming more intelligent.

An Intelligent Council isn't defined by the technology it owns. It's defined by the capabilities it builds. The ability to see clearly. Learn continuously. Coordinate effectively. Adapt confidently.

Success will no longer be measured by how many services have been digitised. It will be measured by how effectively councils improve outcomes for the people and places they serve.

Perhaps the greatest hurdle in this shift is the Coordination Gap. Residents experience life, not organisational charts. A family facing eviction doesn't just need Housing to be efficient; they may need debt advice, mental health support, and children's services. Bridging the Coordination Gap starts with a shared understanding of people rather than services. That means connecting the information held across housing, revenues, adult social care and children's services so that practitioners are working from the same picture of need. Only then can technology orchestrate coordinated action across organisational boundaries.

Similarly, adaptability is built deliberately. Councils that can reconfigure services, redesign processes and introduce new capabilities without starting again each time will be better placed to respond to changing policy, demand and community needs. Modern, interoperable technology enables that agility, but only when organisations are willing to redesign how they work.

Artificial Intelligence will undoubtedly reshape public services. But AI does not create organisational intelligence. It amplifies whatever already exists.

If an organisation has fragmented data, AI will expose it. If governance is weak, AI will magnify the risk. If departments work in isolation, AI may simply make those silos operate faster. AI accelerates organisations in the direction they are already travelling. That's why technology can never replace leadership, governance or culture.

Residents do not judge councils by the sophistication of their technology. They judge them by the quality of their lives.

Local Government Reorganisation may be the catalyst. Artificial Intelligence may be the accelerator. But neither is the destination.

The real opportunity is to build organisations that learn faster, coordinate better and continually improve the outcomes they create.

That is the rise of the Intelligent Council.
