National Highways opens market engagement for £166 million estates construction pipeline

National Highways has issued its UK2 Preliminary Market Engagement Notice, inviting suppliers to express interest and participate in market engagement for the Estates Construction Projects Pipeline. The notice was published on 28 April 2026, and the engagement window closes on 5 June 2026.

Overview of the opportunity

The National Highways Estates and Facilities Division is responsible for delivering a significant and consistent construction works programme focused on Maintenance Depots, Traffic Officer Outstations, and Office Fitout and Refurbishment.

The future estates project pipeline includes a long-term, consistent stream of construction projects ranging in value from approximately £1m to £15m. As of April 2027, 21 projects are planned to commence over the next four years, with a further 31 identified for future years.

  • Total estimated value: £166,000,000 excluding VAT (£199,200,000 including VAT)
  • Contract period: 5 April 2027 to 4 April 2035 (8 years)
  • Particular suitability: Small and medium-sized enterprises (SMEs)
  • Estimated tender notice publication: 7 September 2026

Scope of procurement

The market engagement relates to the estates project pipeline and the associated strategy for future procurements of:

  • Multidisciplinary construction professional services
  • Construction contractors (main contract only)

Geographic coverage spans seven English regions: North East, North West, East Midlands, West Midlands, East of England, South East, and South West.

Engagement activities

The Market Engagement consists of three optional activities, allowing National Highways to seek feedback on its overall strategy for the upcoming Estates Construction projects.

  1. Market Engagement Presentation: A presentation will be held on 8 May 2026 at 10:00 via Microsoft Teams. It will cover pipeline information, current issues, the proposed delivery model, National Highways improvements, construction professional services, future construction contracts, the anticipated timeline, and questions for suppliers.
  2. Market Engagement Questionnaire: Following the presentation, a short questionnaire will be shared with registered suppliers, focusing on areas of particular interest to National Highways to help inform the Estates Construction Projects Strategy.
  3. 1-to-1 Meeting Opportunity: Suppliers wishing to discuss their responses or provide further feedback can register for 1-to-1 meetings, available between 19 May and 5 June 2026. Registration is open from 8 May until 17:00 on 13 May 2026.
