Event Round-up: HMRC Market Engagement Event – Managed Desktop Services

A summary of HMRC's briefing on its upcoming procurement for Managed Desktop Services.

On Friday 16 July techUK hosted HMRC for a market engagement event ahead of their upcoming procurement for services covering Managed Desktop, Managed Print and Service Desk (MDS).

During this briefing session, HMRC set out to industry an overview of Managed Desktop Services including the current estate, what they are looking to move to and the requirements; as well as the ITT detail, evaluation and structure, the commercial approach and timelines. Suppliers also had the opportunity to ask the team questions.

The main purpose of this procurement is to provide HMRC with a series of user-facing services that will improve user experience and be recognised as market leading and ‘best of breed’ for functionality and value.

The Service Desk is currently run in-house by RCDTS (a wholly owned subsidiary of HMRC) and is a dedicated desk that comprises of both full-time staff and contractors. Managed Print is currently outsourced, with HMRC owning all of the devices. Managed Desktop is also currently outsourced and the services include the management of the associated LAN Network Infrastructure.

The Invitation to Tender (ITT), which is expected to be issued on 2 August 2021 will be split into three distinct phases, with a go-live date of 1 July 2022:

  • Phase One – will focus on the smooth transitioning of the services from the incumbency ensuring that there will be no service gaps or dips during the transition. HMRC are allowing five months for this transition phase.
  • Phase Two (Day One) – will commence on the go-live date, the ability to take on these services and run them seamlessly from Day One is a critical success factor for HMRC.
  • Phase Three – Running of the services with further requirements and capabilities/service outcomes expected from the supplier during the course of the contract.

The procurement will be run in accordance with all the processes and protocols as laid out in the Crown Commercial Services framework agreements, and it will be published via the Technology Services 3 Framework, using Lot 4 – Major Service Transformation Programmes

All efforts have been made by HMRC to ensure a level playing field and all evaluation and moderation will be auditable after the event.
