This has been an unprecedented year for cyber security in the UK. The Cyber Resilience programme has worked closely with members to ensure industry is kept informed on the national conversations taking place across the sector. This Year in Review provides a snapshot of our activity throughout 2025.
Policy activity
Cyber Security and Resilience Bill
One of the biggest developments of 2025 was the introduction of the Cyber Security and Resilience (Network and Information Systems) Bill.Read techUK's overview of the Cyber Security and Resilience Bill. Throughout the year, techUK hosted briefings with the Department for Science, Innovation and Technology’s Bill team, facilitated member discussions and represented industry at parliamentary roundtables.
The Leader of the House of Commons confirmed that the House’s Second Reading debate for the Bill will be on Tuesday 6 January. We will continue to keep members updated on all of our Bill related activity throughout 2026.
National cyber strategy and industrial policy
We saw the development and publication of the Cyber Growth Action Plan, which will inform the Growth pillar of the refreshed national cyber strategy (set to be called the National Cyber Action Plan). Members contributed to the development of this and the Resilience pillar of the new Action Plan.
Cyber security was recognised as one of the ‘frontier industries’ in the Digital and Technologies Sector Plan which supports the government’s Industrial Strategy. techUK held an industry roundtable to help inform the development of the plan.
This year government has published two new codes of practices. To support the adoption of these, and the three other previously published Codes, government also proposed a modular approach that outlines their relevance to stakeholders.
We held our first Operational Technology Security Conference, which brought together key stakeholders from across industry, government and critical sectors. The event looked at themes like the automation of supply chains, regulation and the OT skills gap.
We hosted our Cyber Security Dinner, where we were joined by senior stakeholders from across the cyber sector for an evening of connection and celebration. We were delighted to be joined by Baroness Liz Lloyd CBE, Parliamentary Under-Secretary of State at the Department for Science, Innovation and Technology and the Department for Business and Trade for her first speech on cyber security as Minister.
Start-ups and SMEs
We held the seventh annual Cyber Innovation Den 2025 and celebrated start-ups and SMEs who are working on innovative solutions through our Cyber Innovation Pitching Competition.
The Cyber SME Forum hosted a series of events with stakeholders focused on market growth, strategy development and DBT export opportunities.
Member forums and knowledge sharing
Through our Cyber Talking 5 series we’ve heard from members on a range of topics including issues like data loss prevention, supply chain resilience and post-quantum readiness to name a few.
As we head into 2026, techUK will continue to engage with government and parliamentarians on the Cyber Security and Resilience Bill, ensuring industry views are reflected as the Bill makes its way through Parliament. We will also spend time with members and stakeholders broadening our work on operational technology security and the cyber resilience of sectors like retail. The year ahead will provide further opportunities for members to contribute to discussions on emerging challenges and opportunities, including AI security and post-quantum cryptography.
More broadly, we expect continued government activity on ransomware, the National Cyber Action Plan and the ongoing passage of the Cyber Security and Resilience Bill.

What are the key areas of focus of government’s Cyber Security and Resilience Bill?
The measures set out in the Cyber Security and Resilience (Network and Information Systems) Bill, as Minister Narayan’s Written Statement states, ‘respond to the threat we face – protecting the public at home, putting national security first, and making the UK a safe and confident place to do business’.
Our members develop strong networks, build meaningful partnerships and grow their businesses as we all work together to create a thriving environment where industry, government and stakeholders come together to realise the positive outcomes tech can deliver.
