Mark Owens

Mark has over 30 years’ experience delivering software services in many sectors, both in the UK and globally. Before joining Civica, as Managing Director of their Northern Ireland business, Mark was Vice President at Capgemini running their UK SAP Consulting practice, delivering a full range of process consulting to FTSE 500 customers.

Since joining Civica in 2018 Mark has grown their NI business, working mainly on digital transformation programs for NI Public Sector customers. Civica most recently delivered the Covid Certification Service to over 1.2 million NI citizens.

Mark is passionate about promoting the tech sector and encouraging young people to choose a career in tech. He is a founding member of the NI Software Alliance, a body that promotes the sector and lobbies the NI Executive to stimulate the NI economy.   

Richard Shreeve

A respected and highly capable Digital and Information Strategist, Enterprise Architect and Business Consultant with over 25 years’ experience of solving business problems, and helping clients transform their businesses through the application of digital technology. A regular conference speaker and thought leader in digital transformation, Richard is highly customer-focussed, an excellent communicator and is able to engage at all levels within an organisation to effectively bridge the gap between business and IT stakeholders.

Harold de Neef

Group Director, Product and Innovation, Civica

Originally from Brussels, Harold moved to London more than 20 years ago and has a background leading business transformation in the wider tech sector. Harold’s wealth of experience includes working with: SAP as Global Head of Strategy for Cloud ERP; business information provider LexisNexis where he held several leadership roles; and in consulting at Bain and PwC.

Since joining Civica four years ago, Harold has driven the group‘s cloud transition and now leads Civica’s product and innovation efforts, including the NorthStar innovation lab.

Dr Edward O'Neill

Director of the COVID Certification Service, HSC NI

Edward is a clinical doctor with extensive and varied experience encompassing many aspects of healthcare. He has substantive experience in commissioning services, performance management and service review/quality improvement across several roles (spanning primary, community, secondary and tertiary care services). He has led regional policy development, design and implemented clinical processes/services spanning primary and secondary care, led regional projects and held substantive representative roles at a regional and national level. Edward is currently leading on the technology delivery of several key digital flagship products for DoH in NI, having played a key role in the NI pandemic response. Edward is leading the NI digital response to the Review of Urgent & Emergency Care, and authored the white paper in response to the review.
