The Home Office and policing need to ensure the continuity of the Police National Database (PND) from March 2026. The PND programme is therefore exploring delivery options and seeking market input into requirements and the commercial approach for a potential future competitive procurement.

The PND is currently undergoing a transformation programme that is designed to increase scalability, update/replace legacy components, and transfer over to the Law Enforcement Cloud Platform. This procurement is for a 'cloud-based' PND and may also include some of this transformation activity depending on the timescales for completion.

The intent of this engagement is to:

  • Understand market appetite for taking on an existing application and system - albeit transformed and updated with modernised architectural components and software applications
  • Understand the market capability to take on existing 'legacy' systems, partially transformed systems or fully transformed systems
  • Connect SMEs with other SMEs and/or larger suppliers who may be interested in helping to deliver a high profile piece of critical national infrastructure
  • Seek input in the identification and potential management of risk throughout the procurement process and contract delivery

To attend this virtual event, the Home Office requires attendees/ potential bidders to sign a Non-Disclosure Agreement (NDA)

  1. To be issued with the NDA, you must send an expression of interest (EOI) to both [email protected] and [email protected] by just highlighting you would like to attend this briefing.
  2. You will be sent the NDA via email for signing.
  3. Upon receipt of the signed NDA, your attendance to the Market Briefing can be confirmed and secured. If a signed NDA is not returned by COP 13 November, you will unfortunately be unable to attend.

Shaping questions for the session include: 

  • Is this something that you feel could be delivered by an SME directly or a consortium of SMEs?
    • If not, do you see any opportunities for SMEs for this requirement through the supply chain?
  • Does this requirement generate enough interest for your company to bid for in any future competition?
  • How do you think this requirement could be more attractive to the supply market, in particular to SMEs?
  • Do you think that there is anything that we are missing and have not considered?
