This event will showcase the committee’s achievements, highlight the progress made across our three strategic priorities — AI, digital skills and procurement — and celebrate advances in the VAWG and RASSO space and digital interoperability, while inviting open discussion about future directions.
The programme will feature panels, fireside chats and keynote speeches from partners and leaders across the public and private sectors. The afternoon will provide an opportunity to reflect on the partnerships we have developed, the progress achieved over 2024–2025 and the future potential for closer collaboration across policing, fire, justice and the technology sector.
Following the discussions, we invite all attendees to join us for Christmas drinks at the office, followed by an informal gathering at a nearby pub.

Dave Evans
Head of Programme - Justice and Emergency Services and Economic Crime Lead, techUK
Dave is a former senior police officer with the City of London Police, bringing extensive experience as a Detective and senior leader across frontline operations and multi-agency partnerships at regional and national levels.
He has led and supported responses to major national incidents, including mass casualty events, counter-terrorism operations and large-scale public disorder, working closely with partners across the criminal justice sector.
Alongside his public service, Dave has also held leadership roles in the private sector, managing projects focused on intellectual property and licensing. His combined experience across both sectors gives him a deep understanding of how collaboration between service providers and end users can strengthen resilience and trust.
Cinzia joined techUK in August 2023 as the Justice and Emergency Services (JES) Programme Manager.
The JES programme represents suppliers, championing their interests in the blue light and criminal justice markets, whether they are established entities or newcomers seeking to establish their presence.
Prior to joining techUK, Cinzia worked in the third and public sectors, managing projects related to international trade and social inclusion.

Ella joined techUK in November 2023 as a Markets Team Assistant, supporting the Justice and Emergency Services, Central Government and Financial Services Programmes, before progressing into Junior Programme Manager in January 2024.
Before joining the team, she was working at the Magistrates' Courts in legal administration and graduated from the University of Liverpool in 2022. Ella attained an undergraduate degree in History and Politics, and a master's degree in International Relations and Security Studies, with a particular interest in studying asylum rights and gendered violence.
In her spare time she enjoys going to the gym, watching true crime documentaries, travelling, and making her best attempts to become a better cook.

Fran serves as the Programme Team Assistant within techUK’s Public Sector Market Programmes, where she is responsible for delivering comprehensive team support, managing administrative functions, and fostering strong relationships with members.
Prior to joining techUK in May 2025, Fran built a meaningful career in the charitable and local government sectors. She worked extensively with both victims and perpetrators of crime, and notably led the coordination of Domestic Homicide Reviews across Surrey—an initiative aimed at identifying lessons and preventing future incidents of domestic abuse.
Outside of work, Fran is an avid traveller and a proud cat mum who enjoys unwinding with her feline companions.

Data Reform Programme Consultant, PSG Data Team, Home Office
Teresa has over 25 years’ experience in delivering data quality and standards programmes within both the public and private sector. Passionate that all organisations should understand and fully exploit the value and power of the data, information and knowledge that they own in order to drive better decision making, better communications and better services.
Teresa has spent the last 18 years working in policing, 10 years as CDO for Durham Constabulary, she has worked on a number of national policing programmes and is working hard to support policing and the Home Office in adopting a quality first approach to data, building on the data pillars of quality, standards, literacy and interoperability.
Chief of Staff - NPCC Digital Data and Technology Co-ordinating Committee, National Police Chiefs' Council (NPCC)
Tony retired in April 2021 as the Deputy Chief Constable of Kent Police, NPCC Lead for Courts, and as the SRO for Digital First and Video-Enabled Justice Programmes he worked with partners to deliver technology-enabled change in the Criminal Justice System (CJS). In May 2021, he was appointed as the PDS CJ Transformation SRO and led national work responding to the End-to-End Rape Review, Digital Case File Project, Video Enabled Policing Programme, Digital Forensics Programme and Digital Fingerprint Project. In November 2023 he was appointed as the Chief of Staff working to the Chair of the Digital Data and Technology Coordinating Committee of the NPCC.
Deputy Chief Scientific Adviser (DCSA) , UK Ministry of Justice
Enrique Cadenas serves as the Deputy Chief Scientific Adviser (DCSA) at the UK Ministry of Justice. He has held a number of roles spanning policy and strategy in both the Ministry of Justice and HM Courts and Tribunals Service (HMCTS).
Scot has over 25 years' experience within the criminal justice environment with the last 12 of these within Policing. Scot is a passionate and visionary technologist with a passion for pushing the boundaries of traditional practices.
Digital Technology and Cyber Board Chair, Chief Fire Officer, Leicestershire Fire and Rescue Service
Callum Joined Cambridgeshire Fire and Rescue Service in 1995 undertaking many operational and leadership roles, moving across to Leicestershire in 2019 and becoming the Chief Fire Officer in mid-2020. Under his on-going leadership he has driven significant improvements across the Service improving operational delivery and community safety, as recognised by His Majesties Inspectorate of Constabularies, Fire and Rescue Services (HMICFRS) as well as operationally leading the Service through a number of major incidents, including the response to the Covid-19 pandemic.
In addition to leading the Service Callum also undertakes additional roles and duties, becoming the chair of the Digital, Technology and Cyber board within the National Fire Chiefs Council and recently becoming the Vice Chair of the Local Resilience Forum across Leicester, Leicestershire and Rutland.
A leading voice on the development of digital investigative policy, strategy and ethics, Giles has been involved at the cutting edge of the national evolution of law enforcement thinking in this area. With experience from the NCA, NPCC, the Home Office, the College of Policing and NPIA, Giles can translate the fast-evolving technical, legislative and policy environment to the operational context to understand and address the threats and opportunities of the digital age. He is now a freelance policy advisor working with researchers, think tanks, government and law enforcement. He is an associate fellow at RUSI and a member of the Validate AI conference steering group.
Procurement Sub-Group Lead | Managing Director, Justice and Emergency Services Management Committee | Triad Group Plc
Adrian Leer is Managing Director of Triad Group Plc, a trusted delivery partner for UK Government and law enforcement organisations. Adrian’s role within JESMC includes leading the sub-group focused on demystifying procurement for buyers and suppliers alike.
Richard Meffen has over three decades of experience in forensic science, with a distinguished background spanning both traditional and digital disciplines in this area of policing. Richard’s career includes significant tenures in leadership roles in National Programmes, Policing and the National Crime Agency (NCA), where he has played an instrumental role in shaping national forensic strategies. For the past 15 years, he has specialized in the change management of forensic services, driving transformative initiatives to modernize and enhance capabilities. Currently, he is leading the Police Digital Service’s Forensic Portfolio, which is driving digital transformation across forces, with an expert team using their deep knowledge and experience to deliver cutting-edge solutions for policing.
Director – Strategy Capability and Resources, Public Safety Group
Bethan has spent over 15 years working in policing. As a career civil servant who has spanned spending reviews, bill management, strategy roles and private office work, she was seconded to the National Policing Improvement Agency where she headed up work on value for money in policing. Following that she spent many years in HMICFRS, inspecting police efficiency, police effectiveness and the police response to domestic abuse, returning to the Home Office to work in policing policy. Her role then was to ensure that the HO is commissioning the capabilities needed to deliver its policing, public protection and crime reduction agenda. At the end of last year, she was made Temporary Director of Strategy, Capability and Resources in Public Safety Group with responsibility for: police funding and efficiencies, commissioning of police digital data and technology including AI (and its responsible adoption), wider national police capabilities and their reform, and HO interests in criminal justice policy and major events. She is also SRO for the National ANPR programme – NSAP, and the Police Efficiency and Collaboration Programme – PECP, the second joint HO and Policing delivery programme she has pioneered (with the first being Delivery Landscape Reform Programme), and she also leads on the National Centre of Policing Policy and Legislation design and delivery with stand up responsibility for NCoP Transition State One.
