Health, Social Care, and Life Sciences Policy Review (Q2)

On 9 July, techUK hosted a member briefing unpacking the key health and care policy developments from Q2 2025. The session contextualised how the government’s flagship updates as well as industry specific updates. You can review below a summary of the session.

Government wide updates  

Industrial Strategy  

The Industrial Strategy focussed on eight growth-driving sectors, including life sciences as a key priority. The strategy positions life sciences as a critical growth driver, with the goal of making the UK Europe's leading life sciences economy by 2030 and the third most important globally by 2035.  

Spending Review  

Chancellor Rachel Reeves presented the Spending Review 2025 to Parliament on June 11. The plan allocates over £2 trillion in public expenditure with departmental budgets growing by 2.3% across the review period.  

DHSC Updates  

10-Year Health Plan Development 

The plan focuses on three transformational shifts: from hospital to community care, from analogue to digital systems, and from treating sickness to preventing illness. 

Early announcements (June 25) revealed that the 10-Year Health Plan would prioritise investment in working-class communities and coastal areas, and revolutionise access to clinical trials and clinical research.  

 

NHS Updates  

New DHSC-NHSE top team structure revealed 

This creates a total of 25 senior leadership positions with director general status across the integrated organisation. A key feature of the new structure is the introduction of joint reporting lines. Several director generals will report jointly to both Samantha Jones and Jim Mackey.   

NHS App Roadmap  

The NHS App roadmap outlines development plans across key areas: health records, appointments, prescriptions, integrated services, messaging, design and navigation, and platform and analytics. (Explainer/ summary here)  

 

Single Patients Record  

The development of a single patient record (SPR) was announced by Health Secretary Wes Streeting in October 2024. In May, NHS England opened a preliminary market consultation and request for information (RFI) seeking innovative ideas from suppliers and feedback on how to maximise the value of current infrastructure in the development process.
