The Emerging Tech Leadership Committee will equip techUK, our membership, and the wider UK technology sector with the tools, insights, and expertise necessary to ensure future UK leadership in emerging, converging and exponential technologies.

Significant breakthroughs in emerging technologies such as AI, Quantum, Robotics, and Semiconductors have the potential to transform industries and unlock a new wave of economic and societal value for the UK.

techUK's Emerging Tech Leadership Committee (ETLC) will bring together approximately 35 of the UK’s most innovative technology companies to ensure the UK is well equipped to seize the immense opportunity these technologies present. 

The Committee will shape techUK’s emerging tech activity by:

  • Providing steers on future priorities and initiatives
  • Sharing member insights around important technology trends or sector priorities
  • Inviting key external stakeholders to present their work
  • Jointly publishing or producing expert thought leadership
  • Developing impactful policy recommendations for techUK to take forward

It will work with a wide range of programmes across techUK to identify, explore, and promote transformative opportunities at the convergence of emerging and exponential technologies.

We look forward to sharing regular updates regarding the Committee’s activity and involving our wider membership in the various initiatives that result from this.

He leads partner-driven sovereign innovation campaigns focused on semiconductors within the big data economy, using digital twin platforms and a structured three-stage collaborative venturing model
Carson works with startups, scale-ups, investors, corporates, universities, and policymakers to strengthen sovereign supply chains and advance the objectives of the EU and UK Chips Acts. His efforts are aimed at shortening time-to-value, helping to de-risk investment, and drive semiconductor knowledge-based economies across the UK and the EU.

"Paul Ceely is responsible for the medium to long-term technology strategy for Digital Catapult, looking at future digital technology landscape and identifying priority areas to focus on. In addition he leads Emerging Technology within Digital Catapult including Quantum Technologies and Digital Security.

Paul has over 25 years’ experience in technology strategy and network strategy, covering mobile, internet, security, quantum and technology evolution in general. He led network strategy in the operators BT and EE in the UK, developing the 5G strategy for BT, was instrumental in the strategy for EE’s 4G launch in 2012, as well as taking a leading role in the network strategy during the merger of BT and EE, and Orange and T-Mobile to become EE. He played a fundamental role in the set up of SONIC Labs, a DCMS funded facility and collaborative programme for testing the interoperability and integration of open, multi-vendor, software-centric networks. He graduated from Cambridge University in Physics, focusing on astrophysics and quantum."

"Professor Jason Crain is a Senior Research Manager at IBM and Visiting Professor in the Department of Physics at the University of Oxford. He has published over 200 papers on emerging computational technologies and their applications, with pioneering work at the intersection of quantum computing, AI, and molecular simulation. At IBM, he established and led the UK quantum research team, delivering the country’s first utility-scale quantum experiments and co-developing foundational AI tools for drug discovery. He currently serves as UK quantum lead at the Hartree National Centre for Digital Innovation, shaping public-private investment to advance national capability in emerging technologies. "Professor Lucy Mason FRSA is a Director at Capgemini Invent leading on emerging technologies and innovation, especially in the defence, space, and security sectors. She is the founder and former Head of the Government’s Defence and Security Accelerator (DASA) which finds and funds innovation to create novel defence and security capabilities. Her interests include the threats and opportunities posed by AI and machine learning, the internet of things, quantum technologies, futures thinking, and the implications of technologies for people and society. Lucy is passionate about bringing industry, academia, and Government together in multidisciplinary teams to better solve major social challenges. She is a visiting Professor at Cranfield University, a member of the Government's Regulatory Horizons Council where she led work on the future regulation of space technologies, Chair of the Bath Institute for Digital Security and Behaviour Advisory Board at the University of Bath, and Chair of the SPRITE+ Advisory Board. She is a member of the Advisory Boards for the Common Mission Project and CREST Research. Lucy was a former civil servant between 2009 – 2019. She has a doctorate in archaeological science."

"Robert is the Chief Research and Technology Officer for Electronics Division at Leonardo. He began his research career in 1986 at MOD in optical phase conjugation in high power solid state lasers for electro-optical sensor systems. In 1996 he initiated research into single photon counting lidar for remote sensing.

In 1999 he was awarded a three-year MOD research fellowship to investigate the use of ultrashort pulse supercontinuum lasers for remote sensing with atmospheric filamentation, during which he transferred to QinetiQ. He was appointed a QinetiQ Fellow in 2006. He led the Future Systems Group in Selex SAS (now Leonardo) and was subsequently appointed CTO for EO Systems where he led applied research in novel laser techniques, lidar, photonics, computational image processing, additive manufacturing and quantum technology. He established close collaborations with academia, especially in quantum sensing, neuromorphic processing, compressive sensing and photonics, supporting several PhD students and linking academic research to Leonardo’s development programmes.

In 2021 he was appointed CRTO to oversee emerging and strategic academic research across Leonardo’s Electronics Division, linking it to government strategies for semiconductors and quantum technologies. He has now initiated research into the use of quantum information processing techniques and integrated photonics for beam switching, modulation, optical data processing and optical communications.

He is a Fellow and VP (Business) of the Institute of Physics, an Honorary Professor of Physics at Heriot-Watt University and he is the UK industrial representative for NATO’s Sensing Technologies Panel."

Rory joined techUK in June 2023 after three years in the Civil Service on its Fast Stream leadership development programme.

During this time, Rory worked on the Government's response to Covid-19 (NHS Test & Trace), school funding strategy (Department for Education) and international climate and nature policy (Cabinet Office). He also tackled the social care crisis whilst on secondment to techUK's Health and Social Care programme in 2022.

Before this, Rory worked in the House of Commons and House of Lords alongside completing degrees in Political Economy and Global Politics.

Today, Rory leads techUK's Emerging Technology and Innovation activity, working with many of the UK's most innovative tech companies to convene key stakeholders, work through key challenges and opportunities for industry, showcase best practice, and shape Government's thinking around future technologies, sectors and industries.

Focus areas include Robotics, Immersive, Web3, Metaverse, Photonics, Space, Gaming, Creative, Innovation policy, university spin-outs, and Futures & Horizon Scanning.

Ella joined techUK in July 2025 as Junior Programme Manager for Emerging Technologies.

In her role, Ella supports the design and delivery of four to six-month sprint campaigns. These identify emerging technologies of interest to members and Government, share industry best practice, champion relevant sectors and industries across the UK, and work through key challenges and opportunities to drive the development, application and commercialisation of these technologies.

Before joining techUK, Ella completed an internship at Digital Catapult, supporting across public affairs, policy and the organisation's programmes. She also has experience working in an MP's Parliamentary and Constituency Office.

Ella holds a BSc in Politics and International Relations from the University of Bristol.

It will serve as the Emerging Tech programme’s first port of call for everything from the sourcing of member case studies for reports and sharing of speaking and writing opportunities to the gathering of feedback on potential techUK policy recommendations.

This Network is designed to complement the Emerging Tech Leadership Committee by equipping techUK with a more operational and responsive mechanism through which to source member input, expertise and feedback or facilitate collaboration across a wide range of emerging technologies and sectors.
