For the second element of the MPS FDP pre-market engagement , we will be hosting three days of further market engagements from 22 to 24 July 2025 at the techUK offices in London. These sessions aim to deepen engagement with the market, to help inform the development of core requirements, both operational and functional, for the future MPS fleet operational services SaaS platform.
Slots will be allocated on a first-come, first-served basis. Each participating supplier will be given a one-hour slot to present their insights and capabilities. An indicative outline of the content and structure of those sessions were covered in the latter stages of the webinar, see link above.
Purpose and Expectations:
These sessions are intended to:
Enhance MPS’s understanding of market-wide challenges and opportunities;
Support the development of a comprehensive set of solution-focused questions;
Help refine and prioritise core operational and functional requirements;
Explore specific areas such as data management, systems interfaces, implementation strategies, and phased delivery.
Presentation Focus:
Suppliers are asked to structure their presentations around the following:
Asummary of SaaS capabilities and considerations for fleet management, with particular focus on, but not limited to, information and data management;
Relevance – how their product, or suite of products, could support MPS fleet transport management across all areas of requirements;
Lessons Learned – issues experienced in previous implementations of your SaaS into other blue light organisations which made the task challenging and how they could have been avoided – experienced by either client or supplier;
Aspirations – how you can demonstrate best practice or efficiencies within the SaaS service platform, current capabilities, planned developments and in particular use of AI;
Questions for MPS – thoughts on considerations and approach adopted by MPS on the development of the procurement activity
As places are limited to the first 15 please select your preferred date (22, 23 or 24 July) as soon as you can. Non-attendance at either the webinar or the face-to-face sessions will not exclude you from participating in the planned procurement later this year. You are strongly advised to watch the recording of the webinar as it will be presumed you will have an understanding of the requirement.
We will confirm the exact timings for your selected day at later stage. While we will make every effort to accommodate individual scheduling preferences, this may not always be possible.
You will be able to select your preferred day. However, exact timings will be confirmed closer to the date.
Participation in these sessions is not mandatory and will not affect any supplier’s eligibility in the forthcoming procurement process. In line with the Procurement Act 2023, an Invitation to Tender (ITT) notice will be published, ensuring open and fair access for all solution providers.

Before joining the team, she was working at the Magistrates' Courts in legal administration and graduated from the University of Liverpool in 2022. Ella attained an undergraduate degree in History and Politics, and a master's degree in International Relations and Security Studies, with a particular interest in studying asylum rights and gendered violence.
In her spare time she enjoys going to the gym, watching true crime documentaries, travelling, and making her best attempts to become a better cook.

Fran serves as the Programme Team Assistant within techUK’s Public Sector Market Programmes, where she is responsible for delivering comprehensive team support, managing administrative functions, and fostering strong relationships with members.
Prior to joining techUK in May 2025, Fran built a meaningful career in the charitable and local government sectors. She worked extensively with both victims and perpetrators of crime, and notably led the coordination of Domestic Homicide Reviews across Surrey—an initiative aimed at identifying lessons and preventing future incidents of domestic abuse.
Outside of work, Fran is an avid traveller and a proud cat mum who enjoys unwinding with her feline companions.
