NPCC Policing Problem Book

As the National Police Chiefs Council (NPCC) Lead for Science and Innovation and during the NPCC Innovation and Digital Summit last week, Chief Constable Jeremy Vaughan, trailed the release of their Policing Problem Book on 25 October 2025 - aiming to encourage open conversation with industry to explore how existing technologies might help solve the challenges faced by policing and the public.

Developed through extensive consultation, the document highlights issues such as digital evidence handling, data integration, and victim support. In doing so, it serves as a strategic guide for investment and research to focus national efforts and generate positive impact, aligning with the National Policing Digital Strategy.

Following the recent publication of our Memorandum of Understanding with the NPCC , formalising the strategic partnership with their Digital Data and Technology Coordination Committee (DDaT CC), techUK is excited to support policing in tackling their 13 identified challenges by fostering collaboration between the public and private sector.

Through insight, partnership and collaboration, the Policing Problem Book intends to bring purposeful change to the following areas:

  1. How can we best improve our capture and analysis of digital evidence?
  2. How can policing enhance public contact delivery through Strategic Digital Transformation?
  3. How can policing enable secure, efficient, and standardised data sharing across forces?
  4. How can policing efficiently assess and monitor a growing population of community-based offenders, especially high-risk individuals?
  5. How can policing transform the investigation and prevention of online sexual offences, particularly child exploitation?
  6. How can policing build and maintain public trust through fair, transparent, and accountable practices?
  7. How can policing responsibly deploy surveillance technologies by ensuring timely activation, ethical use, and public trust through robust legal and privacy frameworks?
  8. How can policing design out the opportunities for criminal activity emerging from synthetic content, connected vehicles, and smart technologies?
  9. How can police enhance its capability to investigate and prevent cybercrime by developing specialist skills, tools, and partnerships to address threats such as malicious communications, dark web activity, and digital stalking?
  10. How can policing develop a digitally empowered, data literate and innovative workforce to meet the demands of modern, intelligence-led policing?
  11. How can policing protect its workforce and keep them safe whilst delivering an effective service to the public, now and in the future?
  12. How can policing modernise mobility capabilities to ensure safe, efficient and future-ready operations across air, road, and connected vehicle environments?
  13. How can policing embed innovation, evaluation, and strategic foresight into its culture and operations?

Head of Programme - Justice and Emergency Services and Economic Crime Lead, techUK

Dave is a former senior police officer with the City of London Police, bringing extensive experience as a Detective and senior leader across frontline operations and multi-agency partnerships at regional and national levels.

He has led and supported responses to major national incidents, including mass casualty events, counter-terrorism operations and large-scale public disorder, working closely with partners across the criminal justice sector.

Alongside his public service, Dave has also held leadership roles in the private sector, managing projects focused on intellectual property and licensing. His combined experience across both sectors gives him a deep understanding of how collaboration between service providers and end users can strengthen resilience and trust.

Programme Manager - Justice & Emergency Services, techUK

Cinzia joined techUK in August 2023 as the Justice and Emergency Services (JES) Programme Manager.

The JES programme represents suppliers, championing their interests in the blue light and criminal justice markets, whether they are established entities or newcomers seeking to establish their presence.

Prior to joining techUK, Cinzia worked in the third and public sectors, managing projects related to international trade and social inclusion.

Junior Programme Manager - Justice and Emergency Services, techUK

Ella joined techUK in November 2023 as a Markets Team Assistant, supporting the Justice and Emergency Services, Central Government and Financial Services Programmes, before progressing into Junior Programme Manager in January 2024.

Before joining the team, she was working at the Magistrates' Courts in legal administration and graduated from the University of Liverpool in 2022.  Ella attained an undergraduate degree in History and Politics, and a master's degree in International Relations and Security Studies, with a particular interest in studying asylum rights and gendered violence.  

In her spare time she enjoys going to the gym, watching true crime documentaries, travelling, and making her best attempts to become a better cook.

Fran serves as the Programme Team Assistant within techUK’s Public Sector Market Programmes, where she is responsible for delivering comprehensive team support, managing administrative functions, and fostering strong relationships with members.

Prior to joining techUK in May 2025, Fran built a meaningful career in the charitable and local government sectors. She worked extensively with both victims and perpetrators of crime, and notably led the coordination of Domestic Homicide Reviews across Surrey—an initiative aimed at identifying lessons and preventing future incidents of domestic abuse.

Outside of work, Fran is an avid traveller and a proud cat mum who enjoys unwinding with her feline companions.
