techUK launches strategic partnership with the National Police Chiefs Council (NPCC)

techUK is proud to announce the formalisation of its strategic partnership with the National Police Chiefs Council, Digital Data and Technology Coordination Committee (DDaT CC) and Science and Innovation Coordination Committee (SICC) with the signing of a memorandum of understanding (MoU) on Thursday 16 October 2025.

The MoU aims to raise industry awareness of the roles and objectives of DDaT CC, SICC, and techUK within policing supplier communities and police forces. Its purpose is to promote a more transparent and accessible technology market in policing, fostering stronger relationships between policing and the private sector to support the shared responsibility of public safety.

What is the purpose of the partnership?

The partnership aims to strengthen collaboration between DDaT CC, SICC, and the technology industry through regular engagement via working groups, events, and forums, including participation in techUK’s Justice and Emergency Services Management Committee. The MoU was suggested off the back of a Justice and Emergency Services Management Committee meeting in June 2025, when Tony Blaker, NPCC, presented the strategy to our members, who showed a strong interest to support its implementation.

NPCC will be able to utilise techUK as a neutral to engage with tech industry and tackle specific problem statements collaboratively. The partnership also ensures ongoing updates on roadmap progress, invites feedback on National Policing Digital Strategy implementation, connects activities to the Police Academic Centres of Excellence for academic oversight, and incorporates public engagement and trust-building as key components of science-driven innovation.

As NPCC Lead for Digital, Data and Technology, I am determined to modernise our service and, in a world that is becoming increasingly digitally focused, equip officers, staff and volunteers across the country with the tools needed to better protect the public.

As a leading UK technology trade association and, in line with the aims of the National Policing Digital Strategy 2025-2030, our partnership with techUK is reflective of our commitment to work collaboratively with industry to embrace the opportunities presented by technology.

With over 1100 members from across the technology sector, I am fully confident that techUK is well positioned to ensure we’re having the conversations needed to drive this important work forward, with subject matter experts who can guide the changes we make and ensure they are proportionate, cyber resilient and sustainable.

I look forward to working alongside techUK and their expansive membership to drive innovation across policing, tackling the issues being consistently faced by our service, strengthening our workforce and above all, enhancing public safety.

As such, the agreement reiterates this commitment, whereby techUK will serve as a neutral facilitator of collaboration and communication regarding their enabling pillars – data and analytics, strategic alignment, modernised core data and technology, connected technology, risk and security, talent, and open digital market place.

Over the next 12 months, we are excited to welcome regular engagement between techUK, the DDaT CC and SICC, enabling the technology industry with the opportunity to contribute their expertise to any future digital challenges and ‘art of the possible’ discussions.

The MoU signifies the three organisation’s dedication to strengthening the engagement between the tech sector and policing in the pursuit of leveraging the potential of technology to improve public safety.

By fostering collaboration and knowledge sharing, this agreement creates opportunities for dialogue, joint initiatives, and the exchange of expertise, ultimately supporting a safer and more resilient society.

Head of Programme - Justice and Emergency Services and Economic Crime Lead, techUK

Dave is a former senior police officer with the City of London Police, bringing extensive experience as a Detective and senior leader across frontline operations and multi-agency partnerships at regional and national levels.

He has led and supported responses to major national incidents, including mass casualty events, counter-terrorism operations and large-scale public disorder, working closely with partners across the criminal justice sector.

Alongside his public service, Dave has also held leadership roles in the private sector, managing projects focused on intellectual property and licensing. His combined experience across both sectors gives him a deep understanding of how collaboration between service providers and end users can strengthen resilience and trust.

Cinzia joined techUK in August 2023 as the Justice and Emergency Services (JES) Programme Manager.

The JES programme represents suppliers, championing their interests in the blue light and criminal justice markets, whether they are established entities or newcomers seeking to establish their presence.

Prior to joining techUK, Cinzia worked in the third and public sectors, managing projects related to international trade and social inclusion.

Ella joined techUK in November 2023 as a Markets Team Assistant, supporting the Justice and Emergency Services, Central Government and Financial Services Programmes, before progressing into Junior Programme Manager in January 2024.

Before joining the team, she was working at the Magistrates' Courts in legal administration and graduated from the University of Liverpool in 2022.  Ella attained an undergraduate degree in History and Politics, and a master's degree in International Relations and Security Studies, with a particular interest in studying asylum rights and gendered violence.  

In her spare time she enjoys going to the gym, watching true crime documentaries, travelling, and making her best attempts to become a better cook.

Fran serves as the Programme Team Assistant within techUK’s Public Sector Market Programmes, where she is responsible for delivering comprehensive team support, managing administrative functions, and fostering strong relationships with members.

Prior to joining techUK in May 2025, Fran built a meaningful career in the charitable and local government sectors. She worked extensively with both victims and perpetrators of crime, and notably led the coordination of Domestic Homicide Reviews across Surrey—an initiative aimed at identifying lessons and preventing future incidents of domestic abuse.

Outside of work, Fran is an avid traveller and a proud cat mum who enjoys unwinding with her feline companions.
