Highways England launch ITCF and OTCF frameworks

Highways England has commenced market engagement for suppliers to be part of two new technology frameworks

Highways England has commenced market engagement to inform suppliers of the opportunity to be part of two new technology frameworks via the issue of two Prior Information Notices (PIN).

Launched alongside each other, The Information & Technology Commercial Framework (ITCF) and the Operational Technology Commercial Framework (OTCF) will be vehicles to support the delivery of Highways England’s Road Investment Strategy (2020-25) IT products and services technology pipeline (RIS2) and will aim to meet the strategic aims of Highways England. The frameworks are multi-lot and have a combined value of circa £1.5BN, with the planned award under OJEU process by Summer 2021.

They are seeking suppliers who can provide the operational roadside technology, operational systems, business IT and the technology services that drive the strategic road network. Furthermore, Highways England has stated that it is committed to engaging with new members of the supply chain and would like to encourage participation from all suppliers including SME’s as the frameworks have opportunities for suppliers of all sizes.

Market engagement for suppliers started with the first event having taken place on 28 September with nearly 700 attendees from 250 organisations in attendance, where Highways England shared its vision for the frameworks which underpins their objectives to connect the country.
