GovTech Update July 2021 – The largest awards, opportunities and expiries in Public Sector IT

Every month we’ll be producing member-only insights on recently published opportunities, the largest tech contracts published over the previous month, and some large tech contracts that are due to expire this time next year, so people can plan accordingly.

Live opportunities in Public Sector IT

Crown Commercial Service, as the Authority, is putting in place a Framework Agreement for the provision of Travel and Venue booking solutions for use by Central Government Departments and all other UK Public Sector Bodies, including but not limited to Local Authorities, Health, Police, Fire and Rescue, Education and Devolved Administrations. This contract has a value of £11.5BN.

Denbighshire Leisure Limited (DLL) are again excited to be engaging with the market with this opportunity. This is an opportunity for a potential development partner to work with Denbighshire Leisure Limited in elevating this next iteration of the Framework to even greater heights than the previous two iterations. 

Highways England has published a contract notice for the Highways England Operational Technology Commercial Framework (OTCF). This contract has a value of £500M.

The University of Nottingham has published a contract for a new framework estimated to be worth £80m, for the provision of a digital partner who will modernise the university's IT services.

The Ministry of Defence as the Authority intends to procure the support, development and integration of an existing CySAFA (Cyber Situational Awareness Fusion Architecture) capability. This contract has a value of £55M.

Biggest contracts awarded

The largest contract awarded came from the Office for National Statistics who awarded a £710m contract to Iqvia Solutions for services pertaining to the collection of COVID-19 infection data.

The Department of Finance & Personnel (NI) has awarded British Telecommunications Public Limited Company a contract to the value of £100M.

The Department of Finance (NI) has awarded Equiniti ICS Limited a contract to the value of £80M for the provision of a modern digitally enabled ICT solution that will support the transformation of its Revenues and Benefits service.

NHS Digital has awarded Deloitte a contract to the value of £74.8M for the COVID-19 Digital Test Platform.

The Education Authority (NI) has awarded Fujitsu Services Limited a contract to the value of £29.2M for the EA Integrated Financial Management Information System Inc. HR/Payroll (The iFS Project).

Expiries

The expiration date of existing contracts gives some indication of which buyers might be in the market for IT services in the near future.

The following contracts are due to expire in July 2022:

The largest contract due to expire is from the Home Office who has a £77M contract with Fedex Express UK Transportation Limited for the provision of a UK Secure Collection and Delivery Service for Her Majesty's Passport Office (HMPO), and Internal Mail Transfer Service for UK Visa and Immigration (UKVI), National Crime Agency (NCA) and General Register Office (GRO).

The Ministry of Justice has a 16.4M contract due to expire with 4net Technologies Ltd for the CTSC Technology Solution.

Student Loans Company Ltd has a contract due to expire with Softcat PLC for the provision of CEM SaaS Software for a period of 2 years plus 2 X 12 months options. This contract has a value of £5.73M.

The Ministry of Justice has a £5.6M contract due to expire with Automation Logic Ltd for the provision of MoJ Cloud Migration: Modernisation Platform and Infrastructure support 2020/22.

The smallest contract due to expire is from The Pennine Acute Hospitals NHS Trust. They have a contract worth £4.05M with Virgin Media Business Limited for the provision of a Unified Communications Solution.
