Co-writer of the Equality Act 2005, 2010, the Public Sector Equality Duty & the PSBAR18 Accessibility regulations. 

Former Microsoft Industry Executive 2019 – 23 & KPMG Central Government Business Development Director 2023 – 24. 

Now Head of Bid & Gov Affairs at Trustmarque. 

Served as the Deputy Representative for Microsoft on the TechUK CGC from 2019 to 2021 and co-led a CGC working Group on ‘Accessibility Essentials’. 

Former lecturer on Neurodiversity as well as Accessibility (within the Computer Law module). 

Proudly on the Autism Spectrum. 

Abigail Wyndham

Account Director, Stellarmann

I am an Account Director for Stellarmann, a professional services company (SME) specialising in delivering technology and business transformation projects and programmes in the private and public sector. I lead on the Central Government initiative at Stellarmann and work with some FS clients also. 

My role is people focused, bringing selected individuals together to solve problems, making sure the right people are in the room to get the job done. I believe collaboration is the key to joint success! 

I have been with my current group of companies for 15 years, and involved with building teams for technology and business change for 23 years. I am one of the leads on our local social enterprise strategy with local charities in Sussex and have a particular interest in upskilling underprivileged groups. I love keeping fit and going to watch football with my teenage son! 

Andy Kemp

Head of Public Sector, Kainos

Andy leads the Public Sector division in Kainos’ Digital Services business and is a member of the Executive Leadership Team. Kainos, a UK SME success story, employs over 3,000 people and generates >£350 million in global revenues, establishing itself as a leading digital services provider for the UK Public Sector. 

Joining Kainos in 2019, Andy brings over 25 years of experience in digital and data transformation. He is responsible for setting the strategic direction for the Public Sector division, ensuring operational efficiency and delivery excellence across 60% of UK ministerial government departments. 

Under Andy’s leadership, Kainos has delivered multiple award-winning projects, including the transformation of the HMPO digital passport application process and modernisation of the DVSA’s MOT testing and Future Theory Test services. His leadership continues to drive innovation, leading in the adoption of AI and positioning Kainos as a trusted partner in Public Sector digital transformation. 

Anna Inman

Head of Growth Operations, TPXimpact

Anna Inman is Head of Growth Operations for TPXimpact, bringing 20 years experience working in organisations that use technology and service design to transform public service delivery. Her career has spanned sales operations as well as presales and bid management across the IT, Telecoms, Defence and Financial Services industries, always focused on driving revenue growth and social value delivery. 

Keen to ensure that social value outcomes are delivered alongside service transformation, Anna has contributed to the techUK, WCIT and UK APMP social value committees. She believes that we should all give back to our communities and has been a mentor for FemMentored and volunteers for the APMP Procurement Group. Anna has a BA (Hons) in Politics and International Relations from the University of Reading.

Chris Farthing

CEO, Advice Cloud

Hi, I’m Chris, the founder and CEO of Advice Cloud. As a specialist Procurement Consultancy, we’re focussed on helping reduce friction between buyers and suppliers of technology solutions to all parts of UK Government. I am an ex-government buyer with a successful career in Central, Blue Light, Regulatory, Health & Social Care, and A LOT of Local Government.  

Since its inception 10 years ago, Advice Cloud has been a passionate supporter of SME technology suppliers. With 72% of our 500+ customers being SMEs, we continue to walk that walk. Many of these suppliers have gone on to be very successful in all forms of UK government as a direct result of our work.  

Chris Oldham

Head of Central Government, Cisco

Chris has been working for technology companies for the past 20 years and will bring a fresh- and forward-looking perspective to the council at Tech UK. Currently Chris leads the team in Cisco that looks after Central Government, most of which is critical national infrastructure. Chris is passionate about technology and the positive impact it can have on society. 

Outside of work Chris is married to Isabelle, they have 3 young children and live in West Berkshire. He coaches the local U10’s football team and is a very occasional referee when required. 

When time allows Chris can be found hiking, running, cooking and planning adventures for his family. 

David Moss

Director, Central Government, CACI

Dave has been contributing to the transformation of public sector capability for over 20 years across all major sectors including Defence, National Security, Local Government and most recently Central Government.  An accomplished Director of Central Government within CACI, David’s passion has been to enable information intelligence-led transformation in Central Government organisations (including Home Office, Cabinet Office and DSIT) by helping them leverage the right capabilities at the right time.  David’s experience across the full delivery lifecycle (starting as a software engineer, through architecture, project and programme management) and across multiple government customers, systems and delivery vehicles means that David is able to help customers understand when, where and how best to leverage the supplier community. 

Edward Duval

Central Government Relationship Manager, Triad

I was lucky enough to have been voted onto this Council last year. I can’t believe I'm coming to the end of the two-year tenure, when there’s still a lot to do! Anyway I’m in my 27th year at Triad, when I started the world was a different place! No E-Mail or Teams, and paperwork was faxed or posted to clients! Then, I supported our government projects, bringing on board qualified associates to supplement full time staff. Fast forward to 2024 and I now look after Triad’s relationship with its Central Government clients. Triad’s a Top 20 supplier of Digital Services, via the Crown Commercial Services Frameworks, and an SME to boot! I help ensure we deliver our commitments on time, budget, and to the Deliverables set out in our clients Statements of Work. I’ve also presented with CCS to other suppliers on how to make best use of frameworks.   

Emma Logan

Partner, KPMG

I’m a partner at KPMG with 25 plus years of experience in consulting. I work as part of KPMG’s central government SLT leading work with departments such as DWP and Cabinet Office and I am also KPMG’s lead partner for HMRC. My expertise is in shaping and driving technology-enabled transformation programmes. 

I am passionate about improving the effectiveness and efficiency of the public sector. I have a deep understanding of the challenges facing central government and the opportunities that technology-enabled transformation offers. 

I have had a varied consulting career serving a range of sectors going through significant digital transformation including broadcast media, financial services, charity and public sectors and can bring this wide sector experience to bear. 

I’m a strong advocate for diversity and inclusion in the technology industry; a member of BCS; sponsor for KPMG’s Network of Women in Infrastructure Healthcare and Government; and I regularly speak at events. 

Eve Upton

Director & Co-owner, Bid Craft

Working as a bar manager I fell into the tech industry with a rash application to the EDS grad scheme. Since then I’ve lived technology, from account and bid leadership roles in EDS/HPE, to now as an owner of BidCraft, helping companies win government work. I like this sector, so I want to make it thrive.  

We work with many techUK members, largest to small, and I’m determined to make procurement and investment fairer (and easier!) to enable UK growth. I’d say “I’m passionate” about this, but what I mean is I see the pain every day and it frustrates me to the point of wanting to fix it.  

I’ve been a director of a not-for-profit bidding association (APMP) for 6yrs, so I know how to work for a diverse membership. I also know what it takes to make things happen on a volunteer board...  

I’m determined to make change.  

Giles Hartwright

Associate Partner, Public Sector Consulting, IBM

Giles is leader in IBM's Consulting business. He joined IBM in 2024 having previously served as the UK Government Chief Technology Officer (CTO) in the Central Digital and Data Office (CDDO), specialising in transformation, AI and Legacy Modernisation. Here he worked alongside departments to identify cross cutting issues and develop solutions in collaboration with them.  

Giles ran the X Government Chief Technology Officer Council bringing together CTO’s from across public sector. Through this Giles built coalitions of organisations to support central government initiatives. Prior to this he led the Cross Government Interoperability programme through the Covid 19 pandemic ensuring departments could continue to function seamlessly through the change to remote working. 

Giles also has a background in the UK Military having served as an Officer in the Royal Engineers. At IBM, Giles leverages public-sector experience to help government clients navigate the challenges of modernizing IT infrastructure and services. 

Graham Williamson

Public Sector CTO and Director of Enterprise Architecture, UK & Ireland, ServiceNow

I lead ServiceNow's UK & Ireland Public Sector CTO and Enterprise Architecture engagements, forging strong relationships with senior technology executives across government and public services. My role involves ensuring alignment between government strategy and ServiceNow’s value proposition while delivering thought leadership through cross-government discussions, roundtables, briefings, and white papers. 

With extensive experience across public and private sectors, I have held senior leadership roles in organisations such as Global VP of IT (CIO) for Ciklum, Technology Strategy Director and Head of Strategy & Architecture for Interserve, and Head of Enterprise Architecture for UCAS. These roles have equipped me with a proven track record of formulating strategies, leading large-scale transformations, and navigating complex organisational cultures. 

I am passionate about leveraging my expertise to help governments achieve their digital transformation goals, fostering innovation, and driving sustainable, citizen-centred change across the UK’s public sector. 

Henry Rex

Director, Government Relations, Opencast

I’m the Government Relations Director at Opencast, a UK-based technology company,  ranked #75 in the Sunday Times 2024 list of fastest-growing private companies. We work across central government, helping departments deliver amazing, user-centred services. Previously I worked in the Central Government team at Microsoft. 

Prior to joining Microsoft I worked for techUK, running the Government and Health programmes. My role was to build relationships with Government departments to get them engaging with the market more strategically, helping Government become a more intelligent client for tech and make the most of the innovation across techUK’s membership, from large suppliers to the smallest SMEs. 

Before techUK I worked for the University of Cambridge, building mechanisms for academic expertise to inform Government policy making. For the past 2 years I’ve been proud to serve as Vice-Chair of the CGC, working on behalf of members to help improve the partnership between Government and industry.  

Jon Rimmer

Chief Experience Officer, Mercator Digital

I’m the Chief Experience Officer at Mercator Digital and am responsible for the non-developer professions, namely; Product (Product & Delivery Managers, Business Analysts), Insight (Data Specialists and Researchers), and Design (Service, Interaction & Content).

I’ve been focused on the development of technology, products and services for over 30 years. My background is rooted in Psychology (BSc), Human-Computer Interaction (MSc) and Computer Science & Artificial Intelligence (DPhil).

I’ve consulted across a number of industry and public sector organisations helping them to adopt a user-centred design philosophy within their practices and delivering highly usable products and services. This covers many sectors including Government, Finance, Health, Education, Retail, Engineering, Software, Mobile, Media and Gaming. I’ve held several academic roles and worked within companies both large and small. I’ve experience of setting up and growing start-ups, and love to develop ideas, solutions, services and above all, people.

Jonathan Murphy

Principle and Lead: Strategic Account Manager, BAE Systems

Jonathan is a Strategic Account Manager at BAE Systems, with nearly 10 years of experience working in the public sector. He has built strong partnerships with government departments and agencies, including the Ministry of Justice, HM Revenue & Customs, His Majesty’s Treasury, the Foreign, Commonwealth & Development Office, and the Cabinet Office. 

Throughout his career, Jonathan has worked with leading Systems Integrators and Consultancies, supporting digital transformation initiatives across public sector organisations. His expertise includes digital and data delivery, security, counter-fraud solutions. 

Jonathan is well-versed in government procurement and commercial processes, leading bids across different frameworks, with the aim of delivering cost-effective solutions. He is committed to helping the public sector achieve its goals, delivering value for taxpayers, and improving services for citizens. With a focus on lasting, positive change, Jonathan continues to drive efficiency and innovation in government and public services.  

Julian Jackson

Kimberley Schiller

Central Government and Public Infrastructure Lead - Strategy & Consulting, Accenture

Kimberley is an accomplished leader in digital and business transformation, with 13+ years’ experience supporting some of the UK's largest government organisations tackle their most challenging business problems.  She is part of Accenture’s Health and Public Services Strategy and Consulting Practice, where she has demonstrated a strong track record in delivering large-scale business transformation programmes to complex organisations. Her work involves collaborating with diverse government and private sector stakeholders to effect change within challenging political environments. 

Prior to Accenture, Kimberley served as a veterinary surgeon, undertaking technical public health roles with international development organisations such as FAO, WHO, UNICEF, and DFID. Beyond her professional commitments, Kimberley contributes to digital innovation as the Chair of the Board for a venture capital-backed health tech startup and has served as an advisor on innovation and technology matters for the Royal College of Veterinary Surgeons (RCVS).  

Luke Morgan

CTO, Forensic Analytics

Luke Morgan, Chief Technology Officer for Forensic Analytics. I've 25 years of software company experience, 20 of which is serving law enforcement and national security industry with leading solutions in businesses such as GE, IBM, i2 and Forensic Analytics.  

Delivering software into many of the world's largest agencies such as the Met, NYPD, FBI, GCHQ and others, I have a passion for purpose. As well as deep technology knowledge, I specialise in growing software teams and businesses, delivering innovative, interoperable and more importantly valuable solutions to user communities.  

I’ve a Bsc in Computer Science and MBA from Warwick University. Outside of work I enjoy following the foxes (Leicester City), travel and failing miserably at home automation endeavours. 

Pat Pruchnickyj

Richard Clarke

Director, Fivium

Having worked in the technology sector for 25 years, the last 20 of which have been focused on working with UK and international governments, I have held senior leadership positions at 1E, Huddle, SAP and Objective Corporation, as well as being the SME Vice-Chair of the Central Government Council from 2019-2023. 

More recently, I have been an Director and board member at Fivium, working with its cofounders to manage and sustainably grow one of the UK’s largest SME providers of bespoke digital platforms and correspondence case management solutions to Central Government and the wider public sector. 

In addition to my day-to-day professional life, I am passionate about levelling up the status of and opportunity landscape for SMEs in our industry, bringing innovations to market and helping the public sector to deliver critical services and generating social value. 

Rob Anderson

Chief Analyst and Service Director, Global Data

Rob is Chief Analyst for GlobalData’s Public Sector business (formerly Kable), the leading market intelligence agency providing research and insightful analysis on UK Public Sector ICT adoption for 30+ years. His primary focus is assisting clients to position their products and services to satisfy the needs of Government and wider Public Sector. Through analysis of procurement data and examination of the intersection of policy and technology, Rob’s team brief GlobalData’s subscribers on technology-led transformation within the market.   

Over a long career, Rob has supported diverse organisations (both public and private) in driving change, through roles within tech providers and as a public servant. His experience encompasses a broad range of solutions including hardware, software, and services, affording him with a strong grasp of effective business solutions. 

Rob has delivered keynote addresses at industry events and has been an active member of techUK’s Central Government Council for the last two years. 

Shani Latif

Sales DIrector, Telent

Shani has been a key leader at Telent since joining as Sales Director in 2018, initially focusing on the UK’s service provider market. Her strong leadership led to an expanded role in 2019, where she directed the business development team in the Public Sector, encompassing Central Government, Higher Education, Emergency Services and UK Service Providers. She also managed Marketing, Technology Vendor Management, and Inside Sales, showcasing her strategic insight. In 2023, Shani became a Non-Executive Director at Cyro Cyber, recognised as one of the UK’s fastest-growing cybersecurity companies.  

With a background in computer science, she transitioned from technical roles to influential sales positions in the IT sector. Before Telent, she led the Public Sector and Service Provider divisions at Daisy Group and oversaw B&Q’s network operations across Europe and led the IT strategy for a major bank. Shani is known for her customer understanding, leadership of high-performing teams, and ability to scale businesses into multi-million-pound successes.

Sonya Anderson

Director, Central Government, CGI

With over 20 years of experience partnering with public sector clients, I specialise in designing, developing, and delivering complex technology projects, with a deep understanding of public sector challenges and a strong track record of driving successful outcomes in complex, high-profile projects. As a senior business development and client relationship professional, I have extensive expertise in shaping and delivering digital transformation initiatives in highly legislated areas such as elections and democracy, education and the justice sector, both internationally and in the UK. Currently I am a Director at CGI responsible for developing innovative proposals for clients in the Justice and Health sectors.  

Sue Holloway

Business Development Director, NEC Software Solutions

My role is Business Development Director at NEC Software Solutions, a leading provider of software and services to public sector markets. 

Experience with Central Government includes Senior Responsible Industry Executive on several major programmes including HGV Road User Levy and the national Blue Badge Service for Department for Transport/DVLA plus Discretionary Assistance Fund for Welsh Government. Our services deliver support to individuals and families, often in need, on a national and local basis. 

Responsibilities at NEC have included management of both bid and marketing functions hence very familiar with the challenges and opportunities offered through procurement and frameworks. 

Prior to NEC I worked in public sector at a local authority and before that in Financial Services as Marketing Manager for Nat West and TSB. Educational qualifications include a degree in Production Engineering and a Diploma in Management Studies hence a good understanding of people, process and technology.  

Heather Cover-Kus

Head of Central Government Programme, techUK

Heather is Head of Central Government Programme at techUK, working to represent the supplier community of tech products and services to Central Government.

Prior to joining techUK in April 2022, Heather worked in the Economic Policy and Small States Section at the Commonwealth Secretariat.  She led the organisation’s FinTech programme and worked to create an enabling environment for developing countries to take advantage of the socio-economic benefits of FinTech.

Before moving to the UK, Heather worked at the Office of the Prime Minister of The Bahamas and the Central Bank of The Bahamas.

Heather holds a Graduate Diploma in Law from BPP, a Masters in Public Administration (MPA) from LSE, and a BA in Economics and Sociology from Macalester College.

Yaroslava Bespyanska

Junior Programme Manager, techUK

Yaroslava, a Junior Programme Manager at techUK's Central Government Programme, blends a decade of international and local Marketing and Business Development expertise with insights from Public Policy gained within a London economic consultancy.   

This combination, coupled with her fluency in five languages and linguistic university background, enables her to drive impactful collaborations between the technology supplier community and the UK government, bringing a nuanced global perspective to engagement.

Outside of work, she is an exhibiting artist and leads Art for Wellbeing initiatives, reflecting her commitment to making a tangible difference, particularly through humanitarian aid for Ukraine, where she is from.

Ellie Huckle

Programme Manager, Central Government, techUK

Ellie joined techUK in March 2018 as a Programme Assistant to the Public Sector team and now works as a Programme Manager for the Central Government Programme.

The programme represents the supplier community of technology products and services in Central Government – in summary working to make Government a more informed buyer, increasing supplier visibility in order to improve their chances of supplying to Government Departments, and fostering better engagement between the public sector and industry. Prior to joining techUK, Ellie completed Sixth Form in June 2015 and went on to work in Waitrose, moved on swiftly to walking dogs and finally, got an office job working for a small local business in North London, where she lives with her family and their two Bengal cats Kai and Nova.

When she isn’t working Ellie likes to spend time with her family and friends, her cats, and enjoys volunteering for diabetes charities. She has a keen interest in writing, escaping with a good book and expanding her knowledge watching far too many quiz shows!

Charles Bauman

Junior Programme Manager - Central Government, techUK

Charles Bauman is a Junior Programme Manager in the Central Government Programme at techUK.

He supports the programme’s mission to represent the technology supplier community to the UK government and advocate for digital innovation to address public sector challenges. Charles helps facilitate market engagement, foster partnerships, and ensure that tech suppliers and the government work collaboratively to improve outcomes, deliver value for money, and enhance public services for citizens.

Before joining techUK, Charles gained significant experience in research, analysis, and strategic advisory roles. At H/Advisors Cicero, he specialised in public affairs and corporate communications, while at Verdantix, he supported sustainability research and advisory projects, focusing on regulatory and environmental challenges.

Charles holds an MSc in Theory and History of International Relations from the London School of Economics and Political Science (LSE) and an MA in Medieval History from King’s College London.

Charles enjoys volunteering with a think tank, reading, hiking, and spending time with his dog and family outside of work.

Tracy Modha

Programme Marketing Assistant for Public Sector Markets, techUK

Tracy supports the marketing of several areas at techUK, including Cyber Exchange, Central Government, Cyber Resilience, Defence, Education, Health and Social Care, Justice and Emergency Services, Local Public Services, Nations and Regions and National Security.

Tracy joined techUK in March 2022, having worked in the education sector for 19 years, covering administration, research project support, IT support and event/training support. My most outstanding achievement has been running three very successful international conferences and over 300 training courses booked all over the globe!

Tracy has a great interest in tech. Gaming and computing have been a big part of her life, and now electric cars are an exciting look at the future. She has warmed to Alexa, even though it can sometimes be sassy!
