The UK Spectrum Policy Forum (UK SPF) is convening a cross-government and cross-industry workshop on spectrum jamming, a growing concern with serious implications for national infrastructure, public safety, and spectrum integrity.
This workshop provides a trusted environment for UK Government departments, regulators, industry stakeholders, and technical experts to explore the nature, impact, and policy responses to jamming threats. It reflects UK SPF’s role as a strategic sounding board where Government tests and refines spectrum policy ideas in collaboration with industry.
Why This Matters
Jammers—devices designed to interfere with radiocommunications—pose increasing risks to critical applications, including GNSS, mobile networks, and public safety systems. Their use by criminal actors, availability online, and potential to disrupt large areas make them a priority issue for UK spectrum policy.
Many CEPT member countries have already implemented legislation to ban the circulation, possession, and use of jammers, recognising their threat to authorised spectrum use. With growing international momentum, now is the time for the UK to take leadership in this space—by advancing robust national measures to prohibit these devices and protect spectrum integrity.
Objectives
-
Understand the problem: Technical, operational, and regulatory dimensions of jamming.
-
Explore policy options: Including enforcement, public awareness, and legislative frameworks.
-
Facilitate cross-government dialogue: Aligning approaches across departments and agencies.
-
Inform UK policy development: Feeding into future spectrum enforcement and resilience strategies.
Key Themes
-
Threat landscape and types of jammers (e.g. GNSS, RLAN, MFCN)
-
Legal and regulatory frameworks (EMC Directive, RED, CEPT provisions)
-
Enforcement challenges and best practices
-
National security exceptions and authorised use
-
International coordination and CEPT/ECC developments
Who Should Attend
-
UK Government departments (e.g. DSIT, MoD, Home Office, DfT)
-
Ofcom and enforcement bodies
-
Industry stakeholders in telecoms, satellite, transport, and critical infrastructure
-
Technical experts and researchers
