The January announcement of a new GOV.UK Wallet and Mobile Driving License has positioned 2025 as one of the most consequential years for UK digital identity. From capturing new headlines to changing political agendas, the increased spotlight has brought complexity - and opportunity.

techUK remains committed that digital ID will form the backbone of a modern digital economy, with our capabilities' across fighting fraud, public service delivery and private sector growth contingent on digital ID adoption.

As Laura Foster, Associate Director for Technology and Innovation at techUK, has emphasised in techUK's analysis:

"Government should integrate proven technologies, rather than starting from scratch. The UK has a highly credible digital ID industry, that is keen to work with government on how this proposal could be taken forward"

For this reason, techUK will convene the industry at a half-day digital ID Summit to share the voice of the sector as critical to the development of this technology. This session will explore:

  • Ensuring public and private solutions operate on a level playing field under the Digital Identity and Attributes Trust Framework (DIATF).

  • Driving regulatory clarity, enabling innovation sandboxes, and embedding digital ID in a ten-year national strategy.

Panel: Cutting through the noise and navigating this new phase of Digital ID: What does this mean for policy, industry, public engagement and trust    

In light of the UK government’s recent announcement on the introduction of mandatory Digital ID, this opening panel will discuss what this new phase and era of the Digital ID debate and discussion in the UK could hold.   

It will discuss how we cut through the noise to ensure that the right issues and concerns are being considered and discussed at this time. With topics such as the role of Digital ID in driving economic growth, public service transformation, digital inclusion and importance of building public trust and confidence in Digital ID firmly back on the agenda the panel will consider how we get the next steps in this public discussion right and what action is most needed and by whom.    

Looking ahead to 2026 and beyond, this panel will also explore how the Digital Identity community can frame a compelling, consistent case for Digital ID, turning debate into tangible policy momentum. We will consider how to effectively engage across different government departments, and how industry and civil society can work in partnership to drive wider adoption and implementation of Digital ID.    

With Digital Identity now firmly in the national spotlight, it is more important than ever that advocates speak with clarity and unity, building the trust and momentum needed to drive meaningful adoption. This panel of experts will help steer us on how this can be achieved as we move forward.     

This panel will discuss:

  • How should we frame Digital ID to align with Labour’s five key missions and secure tangible policy progress by 2026?

  • What role can industry and civil society play in helping government departments pull in the same direction on Digital ID?

  • How can we most effectively communicate the benefits of Digital ID to different audiences, from the Treasury to DSIT to the wider public? 

  • Is it time to rebrand or reposition “Digital ID” to build trust and wider understanding, and if so, what language or framing should replace it?

Panel 2: Priorities for the Digital ID industry:  Where is clarity, certainty and action most needed now and why if we are to move forward? 

This discussion will bring together leaders from across the Digital ID industry to reflect on recent policy developments, focusing forwardly and identifying what is needed to drive further adoption. 

Panelists will explore the priority areas for action that industry sees as critical to sustaining momentum and delivering meaningful progress. 

The session will consider where greater clarity and certainty are most needed within the UK’s evolving Digital ID landscape. This includes the role of a long-term strategy and roadmap focused on driving Digital ID adoption the importance of delivering fairness and interoperability between the Trust Framework and GOV.UK Wallet and where new use cases are needed to drive Digital ID adoption, take up and use across sectors and industries.  

As the UK government moves forward with its mandatory Digital ID scheme and GOV.UK Wallet, the panel will also discuss where collaboration between the public and private sectors is now most needed and how to ensure digital identity adoption scales in tandem with government, not in competition, in order to unlock growth, trust, and innovation across the economy.
