On the 24 November from 10:30 - 12:00, we are delighted to be hosting the Home Office National Law Enforcement Data Programme (NLEDP) for an industry briefing on the outline requirements for Product-Centric Delivery Services and their upcoming procurement. The key objective of the event is to update the market on the current thinking to NLEDP since our last Supplier Event to include: an overview of the proposed a Product-centric delivery approach, to articulate the outline requirements and to share the indicative timescales.
The legacy Police National Computer (PNC) is underpinned by legacy mainframe technology and, although highly stable, requires New, Modern, Cloud-based services to ensure and fit for the future demands from Law Enforcement technology. The National Law Enforcement Data Service (NLEDS) will replace the PNC. NLEDP is within the portfolio of the Police and Public Protection Technology (PPPT) and will apply a Product-Centric delivery approach to the implementation of NLEDS.
The planned procurement is an important element of the NLEDP Strategy and is essential to ensure capacity, capability and skills to support the delivery of NLEDS in a Product centric way. The Home Office NLEDP requirement and product strategy are based upon the following:
Product-centric delivery providing a specified outcome to Law Enforcement, comprising multiple features and permits the Product development journey from early-stage discovery through into live service.
Iterative Delivery will typically start at the initial discovery phase, followed by feature development, and then into live service. Importantly, products will then continue to evolve with frequent releases adapting to the changing needs of Law Enforcement.
The option of whole teams, partial teams, and specialist technical expertise to enable a series of iterative product/data service lines aligned to the overall NLEDP roadmap.
NLEDP is seeking Services from the market that can support an agile-delivered Product journey (Discovery, Alpha, Beta and Live) with some scope for a Continuous Improvement support model and handover/transition to the Home Office or a potential support partner. (The approach and delivery model is yet to be determined.)
You will see how the NLEDP delivery approach has fundamentally changed, now seeking services that can demonstrate deep practical capability and experience in:
Continuous Delivery
• Use of agile project methodology to rapidly deliver Products
• Track record of releasing capabilities early and often
• Ensuring a clear approach to Product adoption, noting the large number of end-user points driven by the Law Enforcement operations within the scope of NLEDP.
Quality Throughout
• Understanding the various forms of quality, the benefits of different types of testing and test automation.
Evolutionary Architecture
• Understanding of the approach to evolving architectures, where to start and the practices used to discover cross-functional concerns and evolve in line with emerging needs.
Product-centricity
• Demonstrate both user-centricity and a strong focus on generating value.
• Practices and planning should be driven by the product life cycle.
Services in scope are those that include the skills and capability required to discover, design, build and run NLEDP requirements.
Subject to confirmation via formal procurement, this award may potentially be for a total of 4.5 years for the provision of Services as above.
The Home Office approach to the market is yet to be determined, but the outcome is likely to be for a framework of suppliers for NLEDP to draw down upon for the delivery of end to end Product (application) requirements.
This will be a hybrid event taking place at our techUK office in 10 St Bride Street, London EC4A 4AD and via Teams. The attendance at our office is limited to 50 attendees and strictly limited to 1 attendee per supplier organisation. There is no limit to how many can attend the same event, via Teams.
