Event round-up - Metropolitan Police Service Fleet Transport Management Platform
On July 8th techUK held a market engagement session with the Metropolitan Police Service (MPS) to support the procurement of a new Fleet Management System.
The session, led by Simon Navas, Programme Director for Fleet Services, and Rishi Thaker, MPS Commercial Lead, provided an overview of the transformation programme, the strategic need for a modern digital solution, and the anticipated procurement approach. The MPS team also used the opportunity to gather supplier feedback to help refine and shape their requirements ahead of launching the formal procurement process.
The MPS is undertaking a major transformation of its fleet operations. As a result, MPS is seeking to procure a scalable, secure, cloud-based SaaS platform to manage the entire fleet lifecycle and ensure continued support for frontline policing.
The project’s strategic aim is to future-proof fleet operations, enhance public safety, and improve operational resilience across London. During the session, Simon outlined the MPS key objectives: to present draft requirements to the market, seek supplier feedback on how best to articulate them for procurement, and ensure the solution is both commercially attractive and technically robust. Among the core functional needs discussed were role-based access, automated workflows, task management, and a comprehensive driving offence module. A mobile app enabling safety checks, defect reporting, and digital driver ID is also a key requirement.
Data security and UK-based hosting remain critical. Fleet data is classified as "official sensitive" and must be stored in compliant environments. Rishi shared the procurement timeline, with the ITT notice expected in July or August, followed by a PSQ to shortlist bidders. The full tender process will run from September to October, with contract award targeted for early 2026 and implementation beginning soon after.
The session concluded with a Q&A covering topics such as consortium bids, telematics integration, and user volumes.
For the second part of the pre-market engagement, the MPS will be hosting three days of Innovation Den from 22 to 24 July 2025 at the techUK offices.

In her current role, Georgie leads techUK’s engagement and initiatives across the blue light and criminal justice sectors. She works closely with industry and stakeholders to drive innovation, address challenges, and anticipate future needs, while showcasing the critical role technology plays in delivering essential public safety and justice services. Through the JES programme, she provides a platform for suppliers, helping them navigate and establish themselves in the blue light and criminal justice markets.
Before joining techUK, Georgie spent four and a half years managing a Business Crime Reduction Partnership (BCRP) in Westminster. Collaborating with the Metropolitan Police and local councils, she focused on mitigating the impact of crime on the business community. Her efforts spanned addressing low-level street crime and anti-social behavior to managing critical incidents and violent crime.
