  • Eight components that make up LDC include digital infrastructure, digital skills, digital adoption, data ecosystems, research & innovation, finance & investment, trade support and collaboration & cooperation.
  • The index to measure LDC regionally is designed as a framework to help policy makers and make the case for investing in digital economies as part of levelling-up.
  • The index is not intended to compare regions as “better or worse” in a particular component but to understand a regions strength, aid collaboration work and assist policy makers in their interventions and investment strategies.
