techUK is working with the Yorkshire Ambulance Service to deliver an industry day for potential suppliers to present their ideas and solutions for the Mass Communication Tool project.
The Yorkshire Ambulance Service (YAS) covers the whole of Yorkshire and serves over five million people. YAS has over 5,000 staff, 80% of whom are operational on the frontline. Yorkshire is the largest county in the UK and is split into four areas: North Yorkshire, West Yorkshire, South Yorkshire, and East Riding. There are three major cities with populations of over half a million: Sheffield, Leeds, and Bradford.
YAS has three key services:
Emergency Ambulance Service (999)
The Emergency Operations Centre (EOC) is located over two sites York and Wakefield and receives 999 calls. Last year, the service received over 998,500 emergency calls, an average of 2,700 a day. The service responds to incidents through either a vehicle arriving on scene or by telephone advice.
Patient Transport Service (PTS)
This service provides NHS-funded transport for eligible people who are unable to travel to their healthcare appointments by other means due to their medical condition. It undertakes almost a million non-emergency journeys every year, making it one of the largest providers in the UK.
NHS 111
This service provides medical help and advice to people who may have an urgent care need which is not an emergency. NHS 111 calls are answered by highly trained health advisors, supported by experienced clinicians who will assess callers needs and determine the most appropriate course of action.
YAS is part of the Northern Ambulance Alliance (NAA), a partnership between four northern Ambulance Services, which includes Northwest Ambulance Service (NWAS), East Midlands Ambulance Service (EMAS) and Northeast Ambulance Service (NEAS).
The aim of the project is to procure a Mass Communication Tool which will provide communications capability to meet all of YAS NHS Trust’s mass communications requirements. It will deliver a unified communications architecture to meet the needs of 999, 111 and PTS. It will deliver economies of scale through a single platform, delivering the Trust’s entire mass communications needs and support the trust’s response to major incidents.
Options are still being considered, however, based on work to date the Mass Communication Tool is likely to involve:
An interoperable Mass Communication Tool for 999 that is interoperable / integrated with 111 and PTS.
Use of a compliant public Sector Framework Contract such as Crown Commercial Services GCloud Framework Contract, which is a Digital Marketplace of cloud – based ‘off-the shelf’ services.
Other NAA members joining later, with YAS as lead contractor agreeing favourable terms and benefits for ‘adding to’ the initial contract.

As part of the development of the full Business Case, YAS will be holding an industry day which will allow potential suppliers to present their ideas and solutions for the Mass Communication Tool project. The briefing will provide an overview of the project and what the team are looking for from the industry day, and an opportunity to ask questions.
After the briefing, participants will be invited to express an interest in presenting at the industry day planned for 6th December 2022. The industry day will be followed by a request for indicative costs to inform the Business Case. If the business case is approved, the expectation is that an invitation to tender will follow as soon as possible.

Leontina joined techUK in March 2020, where she is now heading up the organisation’s Health and Social Care programme. At the moment, she is also completing an MSc in Health Policy at Imperial College London.
A former journalist, Leontina previously worked for the Healthcare Information and Management Systems Society (HIMSS) as an associate editor for its International and Media divisions. There, she covered the EMEA region for Healthcare IT News, MobiHealthNews and HIMSS TV, with a focus on policy and innovation, and contributed to the Women in Health IT newsletter and HIMSS Insights eBook.
Outside of work, she enjoys reading, dancing, travelling and visiting her family in Romania, where she hails from.

Georgie Morgan
Head of Justice and Emergency Services | Fraud and Economic Crime Lead, techUK
Georgie joined techUK as the Justice and Emergency Services (JES) Programme Manager in March 2020, progressing to Head of Programme in January 2022. Her portfolio then expanded in January 2024 where she now leads our work across fraud and economic crime.
In her current role, Georgie leads techUK’s engagement and initiatives across the blue light and criminal justice sectors. She works closely with industry and stakeholders to drive innovation, address challenges, and anticipate future needs, while showcasing the critical role technology plays in delivering essential public safety and justice services. Through the JES programme, she provides a platform for suppliers, helping them navigate and establish themselves in the blue light and criminal justice markets.
Before joining techUK, Georgie spent four and a half years managing a Business Crime Reduction Partnership (BCRP) in Westminster. Collaborating with the Metropolitan Police and local councils, she focused on mitigating the impact of crime on the business community. Her efforts spanned addressing low-level street crime and anti-social behavior to managing critical incidents and violent crime.
Robert joined techUK in October 2022, where he is now Programme Manager for Health and Social Care.
Robert previously worked at the Pension Protection Fund, within the policy and public affairs team. Prior to this, he worked at the Scottish Parliament, advising politicians and industry stakeholders on a wide range of issues, including rural crime and health policies.
Robert has a degree in Politics and International Relations (MA Hons) from the University of Aberdeen, with a particular focus on strategic studies and energy security. Outside of work he enjoys activities such as running, rugby, boxing and cooking!
Prior to joining techUK, Raya worked in Business Development for an expert network firm within the institutional investment space. Before this Raya spent a year in industry working for a tech start-up in London as part of their Growth team which included the formation and development of a 'Let's Talk Tech' podcast and involvement in London Tech Week.
Raya has a degree in Politics and International Relations (Bsc Hons) from the University of Bath where she focused primarily on national security and counter-terrorism policies, centreing research on female-led terrorism and specific approaches to justice there.
Outside of work, Raya's interests include baking, spin classes and true-crime Netflix shows!

Tracy Modha
Programme Marketing Assistant for Public Sector Markets, techUK
Tracy supports the marketing of several areas at techUK, including Cyber Exchange, Central Government, Cyber Resilience, Defence, Education, Health and Social Care, Justice and Emergency Services, Local Public Services, Nations and Regions and National Security.
Tracy joined techUK in March 2022, having worked in the education sector for 19 years, covering administration, research project support, IT support and event/training support. My most outstanding achievement has been running three very successful international conferences and over 300 training courses booked all over the globe!
Tracy has a great interest in tech. Gaming and computing have been a big part of her life, and now electric cars are an exciting look at the future. She has warmed to Alexa, even though it can sometimes be sassy!
