techUK responds to consultation on self-driving passenger services consultation

techUK has responded to the third of a series of consultations from the government on the future regulatory framework for the rollout of self-driving vehicles in the UK. This response covers the proposed permitting regime for Automated Passenger Services (APS), and you can find our previous two responses – on safety principles and on marketing terms – here.

Automated Passenger Services consultation response

 techUK supports the establishment of a rigorous and high-standard APS regime, recognising that public trust is essential to the commercial success of AV technologies. Given the complexity of the APS ecosystem, we emphasise the need for clear, consistent, and co-developed government guidance to support early engagement between APS applicants and consenting authorities, avoiding duplication and ensuring alignment.

On questions relating to the proposed renewals process we call for a streamlined, proportionate application and renewal process that focuses on service provision. We also strongly advise against shorter initial permits and potential cliff-edges, given the risk to meaningful data collection and operational certainty. We were particularly critical of the lack of independent appeals procedures, and we have asked for a transparent appeals process, with clear timelines for reviews.
