OPPORTUNITY: National Fire Chiefs' Council (NFCC) Data Management Framework

The ask from the NFCC to techUK members is to support provision of expertise in the creation of their DMF. This includes development of a suite of products to help each fire and rescue service (FRS) to implement the new Data Management Fire Standard:
data management guidance
data competencies framework
data ethics self-assessment tool
data maturity self-assessment tool
Model/template data sharing agreements / MOUs
The NFCC are looking for external expertise to contribute to the development of these products, and also to provide feedback and review of the drafts that are produced to help improve and validate quality. Where possible, the NFCC want to sign post out to any existing industry best practice and frame it within the fire context.
The ask:
"Having an information security management system (ISMS) would provide a systematic approach to managing sensitive company information so that is remains secure. It includes people, processes and IT systems by applying a risk management process" "....the information security system should include processes and policies which are recommended by the ISO standard..."
Not all Fire and Rescue Services (FRS) can afford an ISMS. Referring to the basic security measures list highlighted below, the NFCC would like suppliers to comment on -

What would and, should a basic ISMS provide?
Considering the reality that FRS's range in size and resource, what minimum guidance would an FRS need to achieve data security?
