About this programme

Better health and care outcomes require digital transformation.

We help our members navigate the evolving health, life sciences and social care landscape and move from strategy to delivery. We bring together industry, National Health Service (NHS) organisations, policymakers and care leaders to support the adoption and scale of digital technologies across the sector.

Through policy engagement, market insight, working groups and strategic discussions, we help members understand the opportunities and challenges shaping health and care transformation, from delivery of the 10-Year Health Plan and NHS reform through to the Life Sciences Sector Plan and social care reform. Members gain access to key decision-makers, sector intelligence and insight into developments across the NHS, social care and life sciences ecosystems.

We bring together suppliers, health and care organisations and policymakers to explore emerging technologies and address the procurement, data and regulatory barriers that can prevent innovation from scaling. This includes supporting members as they respond to NHS reform, artificial intelligence adoption and wider sector transformation.

This programme sits within our wider Health and Social Care work, helping government move faster, de-risk delivery and ensure technology improves outcomes, supports prevention and creates more sustainable services for the future.

Meet the team
  • Rachel Kennedy

    Rachel Kennedy

    Head - Health and Social Care

    Rachel joined techUK in December 2024, as a Programme Manager in the Health and Social Care team and was promoted to the position of Head of the team in August 2026. Prior to this, Rachel worked at a specialist health and social care public affairs agency, working with a range of organisations and trade bodies across the medical technology, pharmaceutical, digital health and social care sectors. As well as this, Rachel was part of the Secretariat for a number of health and care related All-Party Parliamentary Groups. Rachel has a Masters in Global Governance and Diplomacy from the University of Leeds, as well as a first-class honours in Politics BA from Newcastle University.

  • Lewis Stewart

    Lewis Stewart

    Senior Programme Manager - Health and Social Care

    Lewis brings a multidisciplinary background spanning health policy, stakeholder engagement, digital innovation, and elite sport. A former Commonwealth Games champion, he draws on the resilience, adaptability, and team-driven mindset gained through years of high-performance competition. Before joining techUK, Lewis supported a Member of Parliament in the House of Commons, where he led on constituency engagement and produced evidence-based research to inform debates, committee work, and policy advocacy. He has also helped shape youth wellbeing policy through the Youth Sport Trust, collaborating with government, education, and grassroots networks to drive impact. Lewis has played key roles in health tech and mobility startups, helping to bring innovative solutions to market and improve user experience in complex systems. With a degree in Biochemistry and Pharmacology, he combines analytical thinking with a passion for evidence-led, people-centred change.

  • Matthew Evans

    Matthew Evans

    Chief Operating Officer & Director, Developing Market Programmes

    Matt Evans is techUK's Chief Operating Officer and leads our Market Programme teams. The Market Programme teams help techUK members apply innovative technology solutions across a range of sectors, including the Public Sector, Telecoms, Climate, Financial Services and Cyber. Matt also leads our Nations and Regions work. Matt sits on a number of industry bodies, including the UKspace Executive Committee and the Task & Finish Group on Industry Resilience for Critical Minerals. Matt has previously represented techUK on the Steering Board of the Electric Vehicle Energy Taskforce, Digital Framework Task Group and the advisory board for the Prospering from the Energy Revolution industrial challenge fund. Prior to his appointment in early 2019, Matt led techUK’s Smart Infrastructure and IoT work, as well as being CEO of the Broadband Stakeholder Group (now Digital Connectivity Forum). During this time he led the telecoms industry’s approach to lowering the cost of network deployment, played a key role in coordinating it’s response to Brexit and was closely involved in the development of the Government’s Future Telecoms Infrastructure Review. He also assisted in the development of the UK’s first secure by design Code of Practice aimed at consumer IoT, oversaw the publication of a paper outlining the tech sector’s view of future mobility services and drove engagement around the use of digital twins. Prior to joining techUK, Matt worked in Arqiva's public policy team, across the broadcast and telecoms markets. Before that he was a researcher for an MP at Westminster.
