Beyond the Silos: Why the UK's 2035 Economic Ambitions Require an Open Infrastructure

The UK digital economy is at a critical turning point. With digital infrastructure officially recognised as a core pillar of national productivity, the choices we make today will dictate our economic resilience for the next decade. As techUK's Digital Infrastructure 2035 report highlights, infrastructure is no longer just a backend IT concern; it is the fundamental foundation underpinning public service delivery, commercial innovation, and community connectivity.

However, a critical challenge threatens to limit this potential: Platform Sprawl.

To understand where we are going, we must look at where we have been. During the initial wave of digital transformation, the UK public and private sectors rapidly adopted cloud technologies. While this drove immense localised innovation, it also birthed hundreds of isolated platforms. This platform sprawl lacked interconnectivity, making it difficult to fully leverage the true scale and collaborative power of the cloud. The impact of losing access to our data, services or information is an ever growing concern.

As we deploy the next generation of digital infrastructure—from edge computing and 5G telecoms to AI platforms—we have a second chance. We must avoid repeating past mistakes by building flexible and portable foundations that can withstand future unknowns. Recent geopolitical actions have also created a narrative on whether we should or should not have a sovereign capability, which in itself is a much debated topic. Whatever the side of the fence people are on, there has to be acceptance that this should be a capability that needs to be considered to increase our flexibility and react to future unknowns.

The answer lies in moving away from proprietary, siloed systems and embracing an open hybrid cloud architecture.

Enterprise open source software acts as the universal translator across the UK's digital ecosystem. The infrastructure conversation in 2026 is inherently tied to artificial intelligence. While over 80% of UK organisations view AI as vital to their future competitiveness, many struggle to move projects from experimentation to measurable real-world value[4].

True AI deployment requires absolute trust. Following the UK government's designation of data centers as Critical National Infrastructure (CNI), the expectations for resilience, security, and data sovereignty have never been higher. Organisations need to know exactly where their data is stored, how it is processed, and who has access to it.

Open source provides the transparency and auditability required to close the AI sovereignty gap. It gives businesses and public sector delivery teams complete control over their AI models and data governance, shielding them from vendor lock-in. A massive 89% of UK IT decision-makers agree that public policy should mandate open-source principles to guarantee trustworthy, sovereign AI[5].
