The Agentic State: A Blueprint for Public Sector Productivity

UK public sector productivity has been flat for three decades, while costs have risen and demand has intensified. AI is widely pitched as the answer, with the Office for Budget Responsibility estimating effective adoption could unlock up to £41 billion a year. So far, most deployments have focused on assistive tools such as drafting copilots and document summarisation. These save time, but faster briefings do not reduce backlogs, and slicker admin does not improve case resolution.
In a new report, Elsewhen's Nadav Mordechai and Gabriel O'Brien argue the real shift comes from agentic AI: autonomous, goal-oriented systems that coordinate workflows across data, tools and teams. The report introduces a four-phase Agentic Blueprint for Public Sector Productivity, drawing on primary interviews and wider research.
