Tony Blaker QPM

Tony retired in April 2021 as the Deputy Chief Constable of Kent Police, NPCC Lead for Courts, and as the SRO for Digital First and Video-Enabled Justice Programmes he worked with partners to deliver technology-enabled change in the Criminal Justice System (CJS). In May 2021, he was appointed as the PDS CJ Transformation SRO and led national work responding to the End-to-End Rape Review, Digital Case File Project, Video Enabled Policing Programme, Digital Forensics Programme and Digital Fingerprint Project. In November 2023 he was appointed as the Chief of Staff working to the Chair of the Digital Data and Technology Coordinating Committee of the NPCC.

Professor Brooke Rogers OBE

Professor Brooke Rogers OBE took up post as Home Office Chief Scientific Adviser in February 2026.  She is also a Professor of Behavioural Science and Security at King’s College London, where she has worked for over 21 years.
 
Brooke plays a crucial role in ensuring that science, technology, research and evidence-based insights underpin policymaking and operational decisions. Professor Rogers is a social psychologist interested in risk communication, public and practitioner attitudes to, perceptions of, and responses to health and security risks and threats. Her research explores psychological and behavioural responses to low likelihood, high-impact events such as chemical, biological, radiological and nuclear (CBRN) incidents; community and organisational resilience; protecting crowded places; risk communication with vulnerable groups, and more.
 
Professor Rogers has chaired the Cabinet Office National Risk Assessment/National Security Risk Assessment Behavioural Science Expert Group (BSEG), as well as the Home Office Science Advisory Council (HOSAC). She is a participant of the Science Advisory Group for Emergencies (SAGE) and co-chaired the behavioural science sub-group (SPI-B) during the COVID-19 pandemic. Professor Rogers has contributed to a range of local, national, and international committees, including the Prime Minister’s Council for Science and Technology (CST).

Tim Britten

Chief Product Officer, HM Courts and Tribunals Service

Tim Britten is Chief Product Officer  at His Majesty's Courts and Tribunals Service (HMCTS), part of the Ministry of Justice. He leads digital delivery and product across the courts system — one of the most complex and high-stakes service environments in UK government — overseeing programmes that directly affect how justice is administered at scale. 

His current work includes leading HMCTS's AI product portfolio, with a focus on how generative AI can be safely deployed within a heavily regulated environment to address systemic pressures such as the Crown Court backlog. This sits at the intersection of executive accountability, AI governance, and the operational realities of introducing new technology where the consequences of failure are significant. 

Tim has spent several years driving transformation of the Common Platform — the case management system underpinning the criminal courts — navigating the challenges of large-scale programme delivery within a public sector context. He brings a practitioner's perspective on how technology leaders can maintain pace and ambition while operating within strict governance, legal, and political constraints.

Oliver Shaw

Commander for Fraud and Cybercrime, City of London Police

Ollie is the City of London Police’s Commander for national fraud, cyber and economic crime services. He is also a member of the Home Office’s Joint Police Reform Team, with responsibility for designing the new Target Operating Model for policing in England & Wales.
