    Nearly 10% of UK adults struggle with existing identity verification methods, while globally women make up a disproportionate share of the 850 million people who lack official identification. Closing that gap is both an economic and social imperative. According to techUK's own analysis, 69% of financial institutions worldwide have now adopted electronic identity verification to cut fraud and speed up onboarding - when designed effectively and inclusively, digital identity can improve access to services and participation in society for everyone.

    Elis joined techUK in December 2023 as a Programme Manager for Tech and Innovation, focusing on Semiconductors and Digital ID. He previously worked at an advocacy group for tech startups, with a regional focus on Wales. This involved policy research on innovation, skills and access to finance. Elis has a Degree in History, and a Masters in Politics and International Relations from the University of Winchester, with a focus on the digitalisation and gamification of armed conflicts.

    As Head of Digital Identity at techUK, Max leads policy and industry engagement, working closely with government, Parliament and industry to support the continued development of the UK’s digital identity ecosystem. Before joining techUK, Max held senior policy and public affairs roles at the Solicitors Regulation Authority, Cabinet Office and Foreign, Commonwealth and Development Office. Across these roles, he advised Ministers and senior leaders on areas including AI, digital regulation and international technology policy.
