Digital ID: Empowering Citizens - Enabling Growth Report

Following the UK Government’s announcement on the introduction of mandatory digital ID on 26 September, techUK has published a new report outlining a clear roadmap to support the successful and trusted rollout of digital ID across the country.

techUK’s report, Digital ID & the UK: Empowering Citizens, Enabling Growth, highlights the need for long-term collaboration between government, industry, and civil society. It stresses the importance of designing digital ID policy that protects citizens, encourages innovation, and delivers tangible benefits for individuals and the wider economy.

The UK already has a thriving, £2.05bn digital ID private sector, that helps people and businesses with right to work, right to rent, and financial security checks. These solutions operate within existing government policies and are supported by legislation under the Digital ID Trust Framework.These examples show that when privacy, security, and user experience are prioritised, digital ID can provide real value to all. Therefore, we urge the government to build on these established schemes rather than starting from scratch, leveraging systems citizens are already using..

techUK’s Roadmap: Three Areas for Focus

To support the next phase of implementation, techUK’s report identifies three core areas for government and industry collaboration:

Clarity and consistency on digital ID policy in the UK   

  • Provide long-term clarity and consistency on digital ID policy  
  • International alignment and UK leadership   

Action to drive forward digital ID adoption  

  • An industry-backed roadmap for private sector digital ID services  
  • Clarity and mutual recognition between public sector GOV.UK Wallet, and private sector use cases  
  • Successfully embed digital IDs across government   
  • Enable sector-specific regulation that opens market access 

A bold plan to build confidence  

  • Build a Trust Framework fit for purpose  
  • Awareness campaigns for digital ID benefits across the general population  

A Call for Government and Industry Collaboration

The benefits for digital ID are strong, but a case still needs to be made. If the public doesn’t understand the benefits or trust the safeguards around privacy, security, autonomy and access, they won’t support it. Without this, any conversation around digital ID will face backlash, impacting existing use cases and support. 

As the UK enters a pivotal moment for digital identity, techUK is calling for strong and sustained collaboration between government, industry, and civil society  with citizens’ needs at the heart of every decision.
