UK Spectrum Policy Forum (UK SPF) is the cross-industry ‘sounding board’ to Government and Ofcom on future policy and approaches on spectrum. Our mission is to promote and maximise the benefits of radio spectrum for the UK.

Insights into future spectrum policy
The purpose of the Spectrum Policy Forum is to be a pro-active industry-led ‘sounding board’ to UK Government and Ofcom on future policy and approaches on spectrum and a cross-industry ‘agent’ for promoting the role of spectrum in society and the maximisation of its economic and social value to the UK. We do this by exchanging news and views on developments in using spectrum, drawing on our industry expertise from around the world.
Our long-term goals are to maximise the contribution of spectrum to UK ambitions on economic growth and societal improvements by
highlighting the inherent (and sometimes hidden) contribution of spectrum to the economy – in particular its role in tackling the big challenges facing society in the next 10-15 years
facilitating innovation in use of spectrum in a manner that promotes innovation and investment alongside consumer-focused outcomes
updating the framework for socioeconomic valuation of spectrum
fostering and promoting ways to use spectrum more intensively by bringing greater understanding of the scope, obstacles and incentives for sharing.
Focus areas
Cluster 1: Future Spectrum Demand
Cluster 1 of the UK Spectrum Policy Forum is focused on discussing the impact of new services and technologies on future spectrum demand, and the continued availability of spectrum, across all users of spectrum.
Cluster 2: Long-term spectrum strategy
The Cluster’s remit is to bring together really long-term thinking about the exploitation of radio spectrum. The group seeks engagement with DSIT on their long-term policy study priorities and cooperation with Ofcom on the university research links.
Cluster 3: Spectrum Value and Efficiency including Sharing
Cluster 3’s remit is to discuss spectrum value and efficiency. Its focus is the contribution of spectrum to growth in UK economic and social welfare, and increasing spectrum efficiency through more effective transmitter and receiver parameters.
Cluster 4: International Spectrum Issues
The Cluster focuses on the main international events affecting spectrum, predominantly different agenda items and future WRC issues. It aims to provide a consolidated input to Ofcom and DCMS on the views and recommendations of UK stakeholders.
