Mark is Professor in Digital Economy, University of Exeter Business School, and is acknowledged in the public domain as one of architects of Digital service redesign within the UK public sector. He has held various advisory positions, including Senior Technology Policy Advisor to Shadow Chancellor George Osborne MP, IT Futures Advisor, Cabinet Office, Digital Advisory Panel, National Audit Office, cited contributor, Labour Digital Review, Advisory Panel, Digital Leaders, Digital and Data Advisory Committee, Cabinet Office, Senior Digital Advisor, Scottish Government. He chairs several digital conferences, and is a regular contributor to Computer Weekly and other publications. Mark is also a shareholding director for TechUK member Methods, as well as Methods Analytics and Core Azure. His book Digitizing Government was published in December 2014, and his Manifesto for Better Public Services launched at the Institute for Government in 2018.
