techUK publishes new report on sector-specific AI assurance across the UK’s most critical sectors

[LONDON] 3 December 2025: techUK today announces the publication of a new report examining how AI assurance is being applied across five safety-critical sectors in the UK: Justice and Emergency Services, Financial Services, Health and Social Care, Education and Defence.

The ‘A Maturing AI Assurance Ecosystem: Mapping Sector Specific Applications’ report offers a comprehensive overview of how the UK can strengthen its AI assurance ecosystem to support safe, responsible and trusted AI adoption. As the UK accelerates its AI ambitions, AI assurance has become fundamental to responsible AI deployment, giving organisations, investors, regulators, and the public confidence that AI systems are safe, fair, and trustworthy. The report highlights the UK’s strong foundation in AI assurance, underpinned by both industry leadership and supportive government action, while emphasising the need for stronger sector-specific approaches and cross-sector collaboration.

Public sector organisations, due to their responsibilities to citizens, reliance on sensitive data, and often-limited resources, face unique challenges when deploying AI. The report shows that AI assurance plays a crucial role in maintaining public trust where alternative choices for service users do not exist.

In fact, techUK identifies that UK organisations are increasingly recognising AI assurance as a strategic enabler, one that accelerates deployment, enhances accountability, supports compliance, secures investment, and unlocks innovation. However, it also reveals three areas that require targeted policy and market attention:

  • Framework Consolidation
    The report calls for reducing complexity by building on existing, sector-agnostic assurance tools rather than creating new and fragmented frameworks.

  • Sector-Specific Adaptation
    Given the varied regulatory landscapes, duties of care, and risk appetites across industries explored in the report, the report recommends developing sector-specific guidance that interprets established ethical principles within each domain’s operational reality.

  • Cross-Sector Knowledge Transfer
    With some sectors more mature than others - particularly financial services and defence - the report urges the establishment of formal mechanisms to share best practices, lessons learned, and real-world pilot experiences.

About the Research

The report draws on insights gathered from techUK’s multi-sector AI assurance event series held in June 2025. The events convened industry leaders, regulators, practitioners and domain experts to examine the current application of AI assurance frameworks across five critical sectors. Each chapter of the report explores:

  • Sector-specific risk profiles and ethical priorities

  • Regulatory environments shaping AI adoption

  • Existing AI assurance tools, techniques and case studies

  • Opportunities for knowledge transfer between sectors

This report builds on previous work by techUK’s Digital Ethics Working Group, which has focused on operationalising ethical principles and developing responsible AI practitioner skills. It marks the next step in supporting a mature, cohesive and trusted AI assurance ecosystem across the UK.
